Client Services Coordinator
Job Posting: Halifax Regional Municipality is inviting applications for the temporary, full-time position of Client Services Coordinator with the Sackville Sports Stadium in Parks & Recreation for up to 7 months.

Reporting to the General Manager, the Client Services Coordinator provides strategic leadership and oversight to ensure exceptional client experience across a diverse range of service areas at the Sackville Sports Stadium. This role is responsible for the management of the daily operation of client-facing services and supporting the General Manager in the overall management of the facility; managing administration services, building monitoring, and membership services, including a commercial-scale Fitness Centre. It also encompasses the program planning and oversight for recreation services such as group fitness classes, personal training, child minding, equipment lending, unstructured play opportunities and drop-in group fitness classes. In addition to operational leadership, the Client Services Coordinator is accountable for human resource functions including staff supervision, training, development, and disciplinary action. The role also involves budget planning and financial management to support efficient, sustainable, and high-quality service delivery.
DUTIES & RESPONSIBILITIES: • Lead the delivery of membership and administrative services at the Sackville Sports Stadium through the development of evidence-based policies, strategies, and business plans. • Develop and lead a professional team of full-time, casual, and seasonal employees. • Lead the effective management of the team by setting and evaluating individual performance targets, promoting diversity and a healthy workplace, demonstrating leadership competencies, respecting HRM human resources practices, promoting teamwork and individual development, and maintaining internal communications. • Understand and follow HR policies, best practices, and Collective Agreement(s) in a unionized environment. • Manage staff scheduling frameworks to optimize client service delivery, uphold safety and security standards, and ensure the effective allocation of operational resources. • In consultation with Human Resources, take the lead to recruit, interview, hire, train, mentor, evaluate, and discipline all client services staff. • Prepares, supports and equips staff to adopt and adapt to changes in business processes, systems and technology, job roles, organization structures, etc. • Accountable for the effective and efficient operations of membership programs and services delivered at the Sackville Sports Stadium. • Input, monitor and maintain membership programs and services in the municipal recreation management software. Troubleshoot errors and issues as they arise. Escalate issues to Business Services as required. • Design, promote, implement, oversee and evaluate accessible and inclusive membership programs and services to ensure a broad-based community benefit. • Collect, monitor and analyze key performance indicators, customer feedback and recreation software data reports to make evidence-based decisions, ensuring a high degree of innovation and quality in services. • Work with the Community Recreation Coordinator and Aquatic Specialist assigned to the Sackville Sports Stadium to ensure the success of all offered programs and ensure drop-in group fitness services do not overlap with registered programming. • Source, develop and nurture relationships with internal and external partners who are aligned with and can impact municipal recreation service delivery. Coordinate, plan, promote, implement, and evaluate community events. Establish and maintain partnerships with external groups to enhance ongoing and new events. • Maintain a database of memberships and program enrolment to determine staffing needs, equipment requirements and resource allocation. • Research trends to ensure membership programs and services meet community needs. Audit and assess membership program and service to ensure membership needs are being addressed and programs are meeting attendance expectations. • Liaise with the Office of Diversity and Inclusion, Community Developer, Community Recreation Coordinator, Youth Advocate Program, Youth Works and Aquatic Specialist on community needs, demographics, trends, etc. • Produce a monthly status report on membership sales and cancellations. Analyze and interpret member and user statistics and other performance indicators on a seasonal basis. Implement changes to service delivery based on analysis. • Seek feedback from members and users on quality service. Liaise with colleagues in the facility to make improvements and coordinate service to members/users. • Manage facility membership-driven group fitness program delivery based on the applicable operating model. • Track / monitor operating budgets in excess of $500,000 in expenditures and $600,000 in revenue. • Seek out and negotiate supplementary funding opportunities. • Execute procurement practices such as creating tenders, RFP’s, EOI’s and other related processes. • Effectively engage with licensees, permit holders, contractors, vendors, and lease holders. • Oversee, submit, and authorize bi-weekly payroll processing for approximately 50 direct reports, ensuring accuracy, compliance, and timely submission. • Analyze data and prepare reports in relation to budget implications and programming needs. • Provide recreation programming expertise on facility upgrades for the capital budget, including but not limited to participating in design and development of new builds and renovations. • Ensure all programs and services delivered are compliant with NS Labour Standards Code, corporate policies and procedures, as well as Occupational Health and Safety, Public Health, Public Safety Office, Office of Diversity & Inclusion. Responsible for safeguarding and managing municipal resources for creating a safe, accessible, clean and welcoming environment. • Consult with Legal and Risk & Insurance staff to align with legal requirements and mitigate potential risks. • Responsible for ensuring safe facility operations by completing and submitting regular facility and equipment safety inspections and workplace violence assessments. • Review staff-submitted incident and accident reports and implement proactive measures to improve workplace safety and prevent future occurrences. • Equip staff with skills and knowledge required to create safe workplaces and execute necessary safety-related protocols. • Share information regarding safety, security, policies, procedures and best practices with patrons, employees, and tenants. • Ensure resources are available for EMO and oversee deployment of relevant staff. • Foster an inclusive and welcoming environment for all community members by promoting awareness and sensitivity among staff and participants. • Implement municipal, provincial, and national inclusion and accessibility standards. • Direct and support staff in implementing strategies to improve access, reduce barriers, and create more inclusive communities. • Identify additional program and/or specialized equipment training needs based on the specific inclusion needs of members and provide the appropriate resources. • Enhance accessibility within recreation facilities and programs. • Develop and foster relationships with newcomers and underrepresented communities. • Provide quality customer service by proactively identifying potential issues, as well as investigating, and responding to reported issues and concerns to achieve customer focused solutions. • Design and develop programs, materials, and tools to share with recreation practitioners and community partners. • Design, implement, and oversee efficient, user-friendly processes to support program and membership registration, ensuring smooth and effective service delivery. • Oversee and maintain the Sackville Sport Stadium’s social media and website, ensuring content is current, engaging, and aligned with communication goals. Ensure all content adheres to HRM’s corporate communications policies and guidelines. • Cultivate working relationships with other community serving organizations to ensure community needs are met. • Facilitate, support, and advocate for recreation-based community activities and initiatives. • Seek community feedback through various community engagement strategies to support evidence-based decision making. • Conduct research and facilitate focus groups to assess member and facility user’s needs. • Develop and implement promotional strategies in collaboration with Corporate Communications, ensuring the timely production of marketing materials, website and socials content, and other promotional assets to support initiatives, programs, and memberships. • Oversee and coordinate Pro Shop sales operations, ensuring efficient inventory management and customer service excellence. • May perform other related duties as assigned. QUALIFICATIONS: Education & Experience: • Undergraduate degree in recreation administration, recreation therapy, sport administration, business administration, public administration and/or community development. • Minimum five (5) years’ experience in progressive management/supervisory roles. • Minimum of five (5) years’ experience in recreation service delivery. • Demonstrated experience applying best practices for inclusion and access in the field of recreation and leisure. • Demonstrated experience in managing a budget, inclusive recreation service delivery, developing business plans, and working with internal and external partners effectively. Technical/Job Specific Knowledge and Abilities: • Extensive knowledge of recreation programming, community development, access and inclusion, facility management, management techniques, financial management processes, trends and opportunities, human resource and labour relations, management principles, strategic planning process, and appropriate collective union agreements. • Must be able to function effectively in a computerized environment with a broad base of computer applications. • Knowledge of recreation area assets and programs in all sectors. Security Clearance Requirements: The successful applicant will be required to complete a Criminal Record Check, Vulnerable Sector Check and Child Abuse Registry Check every two years. HOURS OF WORK: 35 hours per week, Monday to Friday (Core hours 8:30 a.m.- 4:30 p.m.) Additional hours may be require based on organizational demands.
SALARY: $73,094 – 94,587. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
