Job Description: The Technical Program Manager will lead complex, cross-functional technology initiatives within regulated, multi-billion dollar organizations. This role is responsible for delivering enterprise programs using Waterfall, Hybrid, and Agile methodologies, ensuring compliance with governance standards and driving operational excellence across the project portfolio.
Key Responsibilities • Manage digital transformation projects with responsibility for schedule, cost, and scope along with coordinating integrated test planning and execution with business stakeholders, implementation teams, and external audit partners. • As a program manager, help to modernize demand intake processes, refine workflows, and improve portfolio-wide data fidelity. • Conduct structured discovery for project requirements including mapping current processes to optimize prior to digitization. • Manage concurrent initiatives, tracking schedules, risks, issues, and resource assignments, ensuring on-time milestone performance. • Develop end-to-end workflows, establish traceability for programs, and clarify MVP versus future scope to prevent rework. • Facilitate collaboration with business functional SMEs. Lead requirements gathering, research, and documentation for major transformation projects. • Support team development, foster ownership culture, and drive productivity improvements across business lines. • Perform stakeholder assessment, change impact assessment, and sponsor assessment to inform the strategy and plan. • Develop and execute a phased communications strategy (Awareness → Pre-Launch → Go-Live → Post Go-Live) with the right message for each audience.
Required Skills and Education: • Bachelor’s Degree plus 8+ years of experience in project/program management and business systems analysis within enterprise environments. • Proven track record delivering technology programs across Waterfall, Hybrid, and Agile delivery models. • Strong background in test planning, UAT governance, and compliance with LCM phase gate standards. • Experience managing demand intake, resource estimation, and capacity planning for large portfolios. • Demonstrated ability to translate regulatory, functional, and technical requirements into actionable deliverables. • Experience in Organizational Change Management with regards to stakeholder management, communications and training.
