Learn more about IOM’s workplace culture at IOM workplace culture | International Organization for Migration Project Context and Scope Under the overall supervision of the Programme Support Unit Coordinator, the M&E Consultant will work directly under the M&E Officer, who will serve as his/her primary supervisor. The Consultant will coordinate closely with the Ebola Emergency Coordinator, who will be his main operational interlocutor and the first reviewer of all reports and monitoring products. The M&E Consultant will support data collection, analysis, field monitoring and indicator tracking, contributing to improved quality and consistency of monitoring and reporting for the Ebola response. The Consultant will be part of the Programme Support Unit (PSU), which oversees mission‑wide monitoring, evaluation and reporting functions. While administratively placed under PSU, the Consultant will provide dedicated M&E support to IOM’s Ebola Virus Disease (EVD) response in Bunia, covering activities implemented under multiple projects, including: 2026 Bundibugyo Ebola Response: Strengthening Cross‑Border Surveillance, Prevention and Response along High‑Risk Mobility Corridors in Eastern DRC (MP0724) In this capacity, the consultant will work closely with PSU, the M&E Officer, and the Ebola Emergency Coordinator to ensure coherent monitoring, indicator tracking, data quality and reporting across all EVD response interventions.

Tasks to be performed under this contract

• Support the design, review and use of data collection tools, surveys, assessments, feedback mechanisms

• Collect, clean, maintain and analyze project data required for monitoring and evaluation.

• Support field monitoring missions, including tool preparation, coordination of data collection and documentation of findings.

• Track project indicators, monitoring plans, beneficiary data and reporting schedules in line with donor and institutional requirements.

• Contribute to internal and external reporting by compiling inputs, verifying data consistency and drafting M&E sections.

• Design, review and use data collection tools, surveys, assessments, feedback mechanisms and accountability processes.

• Identify and flag data quality, compliance or reporting issues to the supervisor and propose corrective actions.

• Maintain organized files, databases and documentation for all M&E and reporting activities.

• Perform any other related duties as assigned.

Performance indicators for the evaluation of results

• Monitoring and evaluation activities are completed within the agreed timeframe and in line with project requirements.

• Data collected and reported are accurate, complete, consistent and supported by appropriate documentation.

• Monitoring findings, analysis and reporting inputs are submitted in a timely manner and meet the required quality standards.

Required Qualifications and Experience Education

• Master’s degree in Public Health, Social Sciences, Statistics, Development Studies, or a related field from an accredited academic institution; or a university degree in the above fields with five years of relevant professional experience.

Experience

• Experience in monitoring and evaluation, reporting, data collection, data analysis, field monitoring, results-based management and/or project support is required.

• Knowledge of IOM/UN procedures, donor reporting requirements and data collection tools is an advantage.

Skills

• Strong reporting, writing, analytical, communication and teamwork skills are required.

Languages For this consultancy, Fluency in French and working knowledge English is required; working knowledge of local language used in DRC is desirable. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
