Senior Manager II, Learning and Program Support (OYO)
Summary: Plans, manages, and coordinates the implementation of Title I-funded instructional and extended learning programs; ensures alignment with federal, state, and Division strategic priorities; supervises instructional support staff; monitors fidelity of implementation and student participation; collects and analyzes program outcome and return-on-investment (ROI) data; supports schools in instructional delivery; leads family engagement initiatives; and ensures compliance with all applicable regulations. Exercises leadership to design, implement, assess, and revise program activities to maximize student learning and achievement.
Qualifications: Required
• Master's degree in Educational Administration, Educational Leadership, or Administration and Supervision from an accredited institution. • Five (5) years of progressively responsible experience in instructional leadership, curriculum and program development, or educational program administration. • Demonstrated experience supervising staff and leading professional learning initiatives. • Postgraduate educational license with endorsement(s) designated as appropriate to the assignment. • Administration and supervision PreK-12 endorsement. • May require flexibility in scheduling to support before-school, during-school, after-school, and extended learning programs. Frequent travel to school sites required; may involve visiting multiple schools in a single day. • Knowledge of instructional program design, curriculum development, and evidence-based intervention strategies. • Knowledge of federal, state, and Division requirements governing Title I and other federally funded programs. • Knowledge of data collection methodologies, program evaluation, and performance monitoring. • Knowledge of school organization, instructional practices, and professional learning models. • Skill in personnel supervision, leadership, and organizational management. • Proficiency in the use of technology and data compilation, analysis, and reporting. • Ability to align programs with strategic priorities and drive continuous improvement. • Ability to facilitate meetings and/or present information to groups. • Ability to effectively lead teams in multiple projects. • Ability to communicate effectively, both orally and in writing. Preferred
• Advanced coursework in educational leadership, program administration, or related field. • Experience at the division level supporting multiple schools. • Experience managing grant-funded programs and analyzing program outcome data.
Major Duties/Essential Functions: • Plans, designs, implements, and supervises multifaceted Title I and Title IV-funded instructional, intervention, and extended learning programs to ensure alignment with district academic goals. • Manages and coordinates activities for department grant-funded programs, including monitoring program rollout, implementation support, and compliance enforcement. • Monitors and supports the appropriate use of assigned fiscal, physical, and human resources to ensure compliance and effective utilization of Title I funds. • Monitors program fidelity, participation, compliance, and performance across assigned sites; analyzes outcome and ROI data to identify improvements and provide reports and recommendations to division leadership to support strategic decision-making. • Provides guidance and coaching to instructional staff and program managers on professional learning, service delivery, and performance feedback, and delivers operational support during instructional hours to assist with troubleshooting and continuous improvement. • Collaborates with school administrators, central office departments, advisory groups, and community partners to coordinate planning, implementation, and family engagement initiatives for Title-funded programs. • Represents the Title I Office at meetings and committees as assigned; prepares written and oral updates for stakeholders. • Performs other related duties as assigned.
