Manager, Fiscal Operations & Compliance (OneYearOnly, FCPS Internal)
Summary: Plans and manages the fiscal operations and compliance activities related to Title I and Title IV grants; serves as a resource and point of contact for grant-funded fiscal and regulatory matters; and works as part of a team to ensure effective stewardship, regulatory compliance, and alignment of federal funds with program goals.
Qualifications: Required
• Any combination of education and experience equivalent to a bachelor's degree in business administration, public administration, finance, accounting, or a related field, with course work in finance, accounting, or budget analysis. • Four (4) years of experience in fiscal operations and compliance for grant-funded programs, including budgeting, financial analysis, internal controls, audit preparation, and collaboration, two (2) years of which shall have been in oversight or supervisory role. • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
• Knowledge of theories, procedures, practices, materials, methods, regulations, and/or legislation related to the section or office assigned. • Knowledge of federal and state policies and regulations as it relates to grant management. • Skill in personnel, financial, and administrative management. • Ability to manage, evaluate, and supervise program activities and personnel. • Ability to maintain working relationships with school, county, and outside agency personnel. • Ability to effectively lead teams in multiple projects. • Ability to facilitate meetings and/or present information to groups. • Proficiency in the use of technology and data compilation, analysis, and reporting. • Ability to communicate effectively, both orally and in writing. Major Duties/Essential Functions: • Supervises the planning, organization, administration, and management of fiscal operations to ensure proper budgeting, allowability, and spend-down of Title I and Title IV funds for public and participating private schools. • Provides administrative and financial analysis to ensure compliance with federal, state, and local laws and grant requirements governing Title programs. • Implements internal controls and documentation systems; and plans and prepares for audits, monitoring reviews, and corrective action processes. • Leads and facilitates collaboration with school-based and central office staff to ensure consistent implementation of grant requirements, resolution of fiscal and operational issues, and communication of program procedures to stakeholders. • Provides technical fiscal guidance and presents analyses and recommendations to internal and external stakeholders; leads discussions to resolve issues, ensure compliance, and influence decisions on matters of fiscal significance. • Authorizes financial transactions in accordance with established policies and delegated authority. • Conducts research to support the revision and development of policies, procedures, and guidelines related to fiscal operations and compliance. • Performs related duties as required or assigned.
Work Environment/Physical Requirements: This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
