Plant Operations Monitor
Summary: Assists with plant operations activities and programs for the entire Fairfax County Public Schools (FCPS) division, assigned regions, and/or departments.
Qualifications: Required
• Any combination of education and experience equivalent to graduation from high school or possession of a General Equivalency Diploma (GED) certificate. • Four (4) years of experience in the supervision of building service personnel. • Possession of an appropriate, valid motor vehicle operator's license with a good driving record. • May be required to work an evening and/or night shift on a regular or rotating basis, accept call-back overtime or regular overtime, and/or agree to assume an emergency call-out list status. • Knowledge of plant operations and building service requirements. • Knowledge of building service materials, methods and practices, and the proper use and care of equipment and supplies. • Knowledge of personnel and administrative policies and procedures. • Ability to use sound judgment in making independent decisions. • Ability to understand and follow written and oral instructions. • Ability to communicate effectively, both orally and in writing. • Ability to establish and maintain good interpersonal relationships. Preferred
• Building supervisor experience at an elementary, middle, or high school.
Major Duties/Essential Functions: • Performs one or more of the following sets of activities and related duties as assigned: • To provide operational control to schools: • Provides operational control to the custodial operations (about 13 schools) and the plant operations program in one or more assigned regions or departments. • Develops, monitors, assesses, and modifies team cleaning approach. • Serves as a liaison with the school-based administrator on building services and related matters. • Performs routine inspections of all FCPS-owned buildings for which responsible to ensure proper use and care of equipment, materials, and supplies in accordance with prescribed methods and practices (VMI, team cleaning, advanced floor cleaning methods). • Conducts performance evaluations for the building supervisors. • Assists building supervisor in conducting performance evaluations of custodial staff; assesses cleanliness of schools under construction or renovation. • Participates in periodic school plan inspections. • Performs continuous review and evaluation of building services to ensure proper sanitary conditions, operation of equipment, and adherence to proper safety and security standards. • Troubleshoots any problems. • Regularly meets with building supervisors and custodians. • Ensures that custodial responsibilities are divided fairly and equitably. • Assists building supervisors in implementing work schedules and assignments. • Creates and updates related manuals. • Reviews, monitors, and implements school-based snow removal operations. • Advises staff of inclement weather conditions and assists building supervisor in determining staff, type of equipment, etc., in order to manage snow removal tasks. • Monitors contracts, and teams with other plant operations monitors. • Provides and/or assists with onsite, on-the-job training, as needed. • Performs duties of building supervisor in emergency situations preparing reports and maintains records. • Acts as a liaison with other offices within the Department of Facilities and Transportation Services for plant operations-related issues. • Monitors the plant operations section budget. • Monitors all related contracts; monitors the supply requisition formula. • Monitors all school and department custodial supply requests. • Inspects all schools and departments for supply needs. • Educates all building supervisors with respect to passive ordering. • Acts as the liaison between the plant operations section and the Department of Financial Services, Office of Supply Operations.
• To support performance: • Completes performance evaluations for building supervisors, with final approval by school-based administrator. • Assists in developing progressive disciplinary actions, to include writing and submitting summary memos, within FCPS regulations and policy, with guidance by the Office of Equity and Employee Relations. All other progressive disciplinary actions, beyond a summary memo, will be administered by the school-based administrator. • Counsels building supervisors and custodians to effectively resolve personnel and or performance issues and consults with the school-based administrator on personnel or performance issues. • Assures appropriate level of service is consistent by reviewing checklists, providing results of metrics/trends, and identifying overall performance improvement plans.
• To support hiring: • Assists the school-based administrator with the hiring of all custodial staff by participating in selection advisory committees. • Advises committee on custodial technical operations expertise.

Work Environment/Physical Requirements: This job requires strength, agility, dexterity, and visual acuity to perform all tasks. While performing the duties of this job, the employee must adhere to all site safety regulations and may be required to regularly stand, sit, walk, bend, climb ladders, and/or kneel. There may be exposure to extreme heat and cold, outdoor environments, heavy equipment, moving machinery, fumes, toxic or caustic chemicals, and loud noises. This job requires lifting up to 25 lbs., periodically lifting/moving up to 50 lbs., and occasional lifting/moving up to 100 lbs. alone or with assistance.
