As Primary Care Business Development Lead, you will identify new opportunities, develop innovative services and support Primary Care Networks (PCNs) to deliver high-quality care at scale. Working across the NHS, local partners, research organisations and community providers, you will play a key role in translating strategic ambitions into practical services that improve outcomes for patients and communities.

Main duties of the job
You will lead the identification and development of new business, contract and service opportunities for the Federation and local PCNs, helping primary care respond to changing NHS priorities and neighbourhood-based models of care.
Working closely with PCN leaders, practices and system partners, you will support the design and mobilisation of services that are clinically effective, financially sustainable and operationally practical. You will bring together contractual, workforce, governance, information governance, performance and financial considerations to support successful delivery.
The role will involve building strong relationships across the NHS and wider system, influencing without direct authority and ensuring that opportunities, risks and delivery requirements are clearly understood. You will use data, insight and performance information to support improvement, manage risk and maximise income opportunities.
You will also oversee links with workforce development, training and research partners, ensuring these activities support service delivery and create value for practices and PCNs. In addition, you will provide line management to the Head of Training and Research and contribute to the Federation's wider strategic development.

They will lead on business development, contract oversight, governance, performance improvement, workforce planning and service mobilisation, ensuring opportunities are translated into effective delivery models. The role also provides strategic oversight of training, education and research partnerships, helping maximise their value to practices and PCNs. Success will depend on building strong relationships, influencing across organisational boundaries and supporting PCNs to deliver high-quality services that improve outcomes, strengthen primary care and maximise funding opportunities across West London.

Qualifications Essential
Educated to masters level or equivalent level of experience of working at a senior level in the specialist area. Evidence of continuing professional development.
Experience Essential
Significant experience in NHS commissioning, contracting, business development, transformation or system delivery roles, with a clear track record of working across organisational boundaries. Proven experience leading or significantly contributing to complex contract development and management, including financial mechanisms, reconciliation arrangements, performance requirements and risk mitigation. Experience supporting delivery of services across PCNs, federations, practices or similar multi-provider environments, including managing variation and translating expectations into practical delivery arrangements. Strong understanding of NHS governance and assurance, including practical implementation of information governance frameworks. Experience translating policy, service specifications, commissioning intentions or system priorities into operational delivery models that can be implemented in practice. Experience working with senior stakeholders across primary care, ICBs, providers or wider system partners, including situations where influence is required without direct line management authority. Experience working with Training Hubs, workforce programmes or the alignment of workforce development activity with service delivery. Experience supporting or enabling research participation, including NIHR or Clinical Research Delivery activity, within primary care settings.
Skills and Attributes Essential
Strong system leadership skills, with the ability to create alignment between multiple organisations, priorities and delivery constraints. Highly developed negotiation and contract management skills, including the ability to identify ambiguity, manage challenge constructively and secure practical resolution. Ability to assess opportunities and risks, balancing strategic ambition with operational deliverability, workforce capacity and financial implications. Strong analytical and financial capability, with the ability to interpret performance, activity and financial data and use this to support decisions, assurance and income protection. Ability to operate effectively within changing system structures and unclear lines of accountability, maintaining momentum and clarity where arrangements are evolving. Excellent written and verbal communication skills, including the ability to explain complex contractual, financial and IG issues in clear, practical language for PCNs, practices and senior stakeholders. Pragmatic, resilient and delivery-focused, with the confidence to escalate risk appropriately while maintaining constructive relationships.
Desirable
Experience working across ICB, provider and primary care interfaces in an evolving system context. Experience supporting large-scale information governance implementation across multiple organisations or practices. Experience developing scalable service models through pilots, expressions of interest, locally commissioned services or neighbourhood-based delivery models
