Job Details: Job Reference: HCC624809 Salary Range: £50,564 - £56,219 pro-rata, per annum, (actual salary £30,065 - £33,427 per annum) Work Location: Elizabeth II Court, Winchester (Hybrid Working) Hours per week: 22 Contract Type: Temporary until March 2029 Closing Date: 20 September 2026 Interview Date: 31 September and 1 October 2026 The Role: Joining our Public Health Team as the Hampshire Domestic Abuse Partnership (HDAP) Operational Manager , you’ll play a pivotal role in delivering Hampshire's response to domestic abuse, supporting the implementation of the Domestic Abuse Act 2021 and helping to improve outcomes for adults, children and families across the county. In this rewarding role, you’ll work closely with the Hampshire Domestic Abuse Partnership (HDAP) Strategic Partnership Manager, to help drive a complex and ambitious programme of partnership activity. Bringing together colleagues from local authorities, health, housing, policing, criminal justice and the voluntary and community sector, you’ll ensure that strategic priorities are translated into meaningful action that supports victims and survivors, strengthens communities and helps make Hampshire a safer place for everyone. What you’ll do: Support the delivery and monitoring of Hampshire's Domestic Abuse Strategy and Action Plan. Coordinate the work of the Partnership Board and delivery groups, ensuring priorities are translated into action. Lead and manage projects that improve services and outcomes for those affected by domestic abuse. Develop and review policies, procedures and best practice guidance with partner organisations. Monitor performance, analyse data and report progress, risks and outcomes to partnership leaders. Lead scrutiny, assurance and learning activity, including work arising from Domestic Abuse Related Death Reviews and other review processes. Build strong partnerships across local authorities, health, housing, policing and the voluntary and community sector to drive collaborative change. What we’re looking for: An experienced and passionate professional able to influence, coordinate and deliver within a complex multi-agency environment, you’ll bring: A degree-level qualification in a relevant field or significant equivalent experience. Strong project management, organisational and programme delivery skills. Experience of achieving outcomes across multiple workstreams and partner organisations. Excellent communication, negotiation and stakeholder engagement skills, including with senior leaders. The ability to analyse data and evidence, turning information into meaningful insight and recommendations. Knowledge of domestic abuse, safeguarding, criminal justice, public health or related policy areas. The ability to think strategically while delivering practical operational improvements and service outcomes.
