Captain Acting/Promotional Routine
Job Posting: Halifax Regional Municipality (HRM) is inviting applications (cover letter and resume) for an Expression of Interest for the Promotional Routine, Captain of Operations in Halifax Regional Fire and Emergency. The Promotional Routine will proceed in accordance with Article 44.01 of the IAFF Local 268 Collective Agreement - Career Advancement Promotional Routine and is open to IAFF Local 268 Employees only.

Under the direction of the District Chief, and the Assistant Chief, the Captain is responsible for planning, organizing, coordinating and directing all fire suppression-related emergency and non-emergency services. The Captain is responsible for ensuring fire prevention/public education programs and operations are conducted in their service area.
The Captain leads personnel through integrity, credibility and by example in a manner that supports and promotes the mission, vision and values of HRFE. The Captain position is a supervisory position.
DUTIES AND RESPONSIBILITIES: • Responds to emergencies including but not limited to fires, rescues, public assistance, emergency medical and spills or leaks of hazardous materials, assuming Incident Command when required. • Initiates station activities including the training and development of personnel and daily fire prevention and public education duties. • Conducts fire investigations to determine cause and origin. Refers suspicious fires to HRP/RCMP and major fires and those of unknown origin to the Fire Prevention Division. • Supervises assigned personnel in the provision of leadership, team building, performance evaluation, and goal setting. • Reviews with staff established written orders, directives, policies and operational guidelines and recommends any changes or additions deemed necessary. • Supervises the maintenance and security of apparatus, equipment and facilities in accordance with municipal orders and procedures. • Keeps abreast of current knowledge associated with apparatus, hydraulics, firefighting equipment and techniques. • Responsible for workplace safety as outlined in the NS Occupational Health & Safety Act and organizational Policies, Procedures and Guidelines. • Responsible for all Station Level administrative functions in accordance with Department Policies and Procedures. • Responsible for other duties assigned as appropriate to the function and responsibilities of the position. QUALIFICATIONS Education & Experience: • Blue Card Command Certification required upon hire • Must be commencing their tenth (10) year of recognized service in the bargaining unit with a minimum of eight (8) years in Operations • Incident Command System (ICS) - Level 300 required to be completed at the next available opportunity following successful completion of the promotional routine • Valid Class 5 Nova Scotia driver’s license Technical/Job Specific Knowledge and Abilities: • Knowledge of the HRFE organizational structure. • Knowledge of the HRFE volunteer structure. • Knowledge of HRFE Policies, Procedures and Guidelines. • Knowledge of departmental rules, regulations, standard operating guidelines, procedures, policies and applicable Municipal and Provincial Codes, Acts, Regulations, Administrative Orders and Municipal Bylaws. • Knowledge of Window based software applications, specifically Microsoft Office and File Data Management (FDM). • Practical knowledge of Collective Agreements in place (IAFF/NSGEU) and their administration. • The knowledge, skills, and abilities to perform the minimum job performance requirements for NFPA 1021, Standard for Fire Officer Professional Qualifications – Level 2 required. • The knowledge, skills, and abilities to perform the minimum job performance requirements for NFPA 1521, Standard for Fire Department Safety Officer - Incident Safety Officer required. • The knowledge, skills, and abilities to perform the minimum job performance requirements for NFPA 472, Professional Competence of Responders to Hazardous Materials Incidents/ Weapons of Mass Destruction – Incident Commander Level. • The knowledge, skills, and abilities to perform the minimum job performance requirements for NFPA 1033, Standard for Professional Qualifications for Fire Investigator. • The knowledge, skills, and abilities to perform the minimum job performance requirements for NFPA 1670, Standard for Operations for Training and Technical Search and Rescue Incidents. The Promotional Routine will consist of three phases: Phase 1 - Written exam Phase 2 - Panel interview to assess job related competencies Phase 3 - Practical Exam
A pass mark of seventy percent (70%) is required at each of these three (3) phases. Upon obtaining the required pass mark at each phase, successful candidates will be placed on a promotional list according to departmental seniority. All days may be subject to change at any time due to operational requirement.
HOW TO APPLY In order to apply for an Operational Captain position employees must have completed their tenth (10) year of recognized service in the bargaining unit with a minimum of eight (8) years in operations, be a Senior Firefighter and have successfully completed, or applied for, Fire Service Instructor I prior to posting of the promotional routine.

Testing for the three phases is scheduled below. All dates may be subject to change at any time due to operation requirement:
DRESS CODE FOR THE PROMOTIONAL ROUTINE • Fatigues are to be worn at the written exam and practical evolution. • Dress uniform is to be worn at the panel interview. The Promotional Routine will consist of three phases. For this recruitment process, the written examination, panel interview and practical evolution will require your in-person participation.
Phase 1 – Written Exam
Members will complete written exam during the week of October 13 - October 16, 2026.
Candidates will have three (3) hours to complete the written exam. The study materials list for this promotional routine is as follows: • Jones and Bartlett - “Brannigan’s Building Construction for the Fire Service”, 4th Edition • IFSTA - “Fire and Emergency Service Company Officer” 6th Edition • IFSTA - "Fire and Emergency Services Instructor" 9th Edition • HRFE Policies, Procedures Operating Guidelines (online) • HRFE Incident Command Procedures Manual (online) • HRFE Captain Job Description Please contact the Training Division at [email protected] to arrange the pick-up of study materials, which will be available for pick up starting September 1, 2026. Members will not be permitted to pick up study materials without an appointment. Once an appointment has been scheduled, the pick-up location will be at the Training Division, Station 9, 1 Metropolitan Drive. All study materials must be signed out by the candidate and must be returned to the Administrator of the routine on the day of the written exam.
Candidates must achieve the required pass mark of seventy percent (70%) on the written exam to proceed to Phase 2.
Phase 2 – Panel Interview • Panel interviews will be scheduled for the week of November 9 to November 13, 2026 (excluding November 11, 2026). Location to be determined • Candidates will be notified via email of their scheduled interview date, place and time When the promotional routine is complete, interview debriefs will be offered to candidates who were not successful in the interview phase should they choose to request them.
Candidates must achieve the required pass mark of seventy percent (70%) on the panel interviews to proceed to Phase 3.
Phase 3 – Practical Evolution • The practical evolution will be conducted the week of November 23 to November 27, 2026, at Station #7, 45 Knightsridge Drive, Halifax. Applicants will be assigned a date and time • Candidates will be notified via email of their scheduled time • The practical evolution will consist of a Blue Card scenario • Candidates will be provided access to Blue Card Command Training to prepare for the scenario in advance
• Candidates will be evaluated on a practical application of the study materials Fire Officer 1 Training (Captain's College) has been scheduled between November 30 - December 18, 2026. Please note only those candidates who have been successful in the promotional routine will move forward to Captain's College. Candidates should ensure they are available to participate in Captain’s College beginning on this date, should they successfully progress through the required stages of the promotional routine.
Security Clearance Requirements: Applicants may be required to complete an employment security screening check.
Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.
Please Note: An Eligibility List will be established from this competition in accordance with the Collective Agreement (CA) 44.02.

WORK STATUS: Permanent, full-time.
HOURS OF WORK: 24-hour shift with 72-hours off.
SALARY: $124,062.29 annually, as per the IAFF Local 268 Collective Agreement.
WORK LOCATION: You will be assigned to a fire station based on availability and operational needs.
