Part-Time Coordinator - Student Services
GENERAL INFORMATION

POSITION SUMMARY
The Part-Time Student Services Administrator serves as a member of the Student Services Department and provides administrative support in the areas of student discipline, due process, and Title IX compliance. This position functions as a designated backup to key division-level responsibilities and helps ensure the continuity of critical student services operations when primary personnel are unavailable.
ESSENTIAL FUNCTIONS
• Serve as the division's designated backup Disciplinary Hearing Officer (DHO) and conduct disciplinary hearings in accordance with School Board policy, the Virginia Code, and applicable due process requirements.
• Review disciplinary referrals, student records, witness statements, and other relevant documentation in preparation for hearings and appeals.
• Conduct impartial hearings involving long-term suspensions, expulsions, and other disciplinary matters as assigned.
• Serve as the facilitator for School Board Discipline Committee hearings when assigned.
• Conduct on-the-record suspension reviews and prepare written decisions in accordance with applicable laws, regulations, and School Board policies.
• Communicate effectively with students, parents/guardians, school administrators, attorneys, and other stakeholders regarding disciplinary and procedural matters.
• Maintain accurate and confidential records related to disciplinary hearings, suspension reviews, and Title IX proceedings.
• Serve as a trained Title IX Decision-Maker, reviewing investigative reports and evidence and issuing impartial written determinations in accordance with federal regulations and School Board policy.
• Serve as a designated backup Title IX Coordinator when primary coordinators are unavailable, including receiving reports, coordinating responses, implementing supportive measures, and ensuring compliance with Title IX requirements.
• Collaborate with school administrators and Student Services personnel to ensure consistent implementation of discipline procedures, due process protections, and Title IX regulations.
• Interpret and apply federal and state laws, regulations, School Board policies, and administrative procedures related to student discipline and Title IX matters.
• Participate in required training related to student discipline, due process, Title IX, and other assigned responsibilities.
• Exercise independent judgment while maintaining objectivity, neutrality, and confidentiality in all assigned matters.
• Attend meetings, hearings, and training sessions as required, including occasional evening meetings associated with School Board Discipline Committee proceedings.
• Perform other duties related to student discipline, due process, Title IX compliance, and Student Services operations as assigned

EDUCATION AND EXPERIENCE
Required Qualifications
• Master's degree in Educational Leadership and/or Administration and Supervision.
• Hold or be eligible for a Virginia Postgraduate Professional License with an endorsement in Administration and Supervision.
• Minimum of three (3) years of successful experience as a school administrator, central office administrator, student services administrator, or in a related educational leadership role.
• Demonstrated knowledge of student discipline procedures, due process requirements, and applicable federal and state laws governing public education.
• Ability to analyze information, apply policy and regulations, and make objective, defensible decisions.
• Strong written and oral communication skills, including the ability to prepare reports, findings, and official correspondence.
• Ability to maintain confidentiality and exercise sound professional judgment in sensitive situations.
Preferred Qualifications
• Virginia licensure with an endorsement in Administration and Supervision.
• Five (5) or more years of experience as a principal, assistant principal, student services administrator, disciplinary hearing officer, or central office administrator.
• Experience conducting disciplinary hearings, suspension reviews, manifestation determination reviews, grievance hearings, investigations, or other formal administrative proceedings.
• Knowledge of the Virginia Standards of Quality, Virginia Code provisions related to student discipline, and School Board disciplinary processes.
• Training and experience related to Title IX investigations, coordination, decision-making, or compliance.
• Experience serving in a Title IX Coordinator, Title IX Investigator, or Title IX Decision-Maker role.
• Knowledge of FERPA, IDEA, Section 504, ADA, and other laws and regulations impacting student services.
• Experience working collaboratively with school boards, attorneys, law enforcement agencies, families, and community partners.
• Demonstrated ability to manage multiple priorities and work independently with limited supervision.
• Prior experience as a disciplinary hearing officer is highly desirable.
• Retired Virginia school administrators with relevant experience are encouraged to apply.
• Current Virginia administrative licensure preferred but may be waived for exceptionally qualified retired administrators as permitted by division policy and applicable regulations.
KNOWLEDGE, SKILLS AND ABILITIES
• Extensive knowledge of student discipline procedures, due process requirements, and applicable provisions of the Code of Virginia related to student conduct and school authority.
• Knowledge of federal laws and regulations governing student services, including Title IX of the Education Amendments of 1972, Family Educational Rights and Privacy Act, Individuals with Disabilities Education Act, Section 504, and the Americans with Disabilities Act (ADA).
• Knowledge of School Board policies, administrative regulations, and best practices related to student discipline, hearings, and compliance.
• Knowledge of investigative procedures, administrative hearing processes, and standards of evidence used in school-based proceedings.
• Skill in conducting fair, impartial, and well-organized hearings and administrative reviews.
• Skill in analyzing complex situations, reviewing evidence, and applying laws, policies, and regulations to make sound decisions.
• Skill in effective oral and written communication with diverse audiences, including students, families, attorneys, and school personnel.
• Skill in conflict resolution, de-escalation, and managing sensitive or high-stakes situations.

• Ability to interpret and apply federal and state laws, regulations, and School Board policies accurately and consistently.

SUPERVISORY RESPONSIBILITY
• This position does not include direct supervisory responsibilities for employees and is not responsible for employee evaluation, discipline, or personnel management functions.
TRAVEL REQUIREMENTS
• The position may require occasional travel within the school division to conduct hearings, attend meetings, provide support to schools, and perform other assigned duties.
