SUPERINTENDENT ____________________________________________________________ Reports to: Board of Directors Campus: District-wide Wage: Negotiated Length of Contract: 240 days ______________________________________________________________________ PRIMARY PURPOSE: The Superintendent serves as the chief executive officer and educational leader of the school district and is responsible for the effective administration and operation of all district programs, personnel, facilities, and resources. The Superintendent provides leadership in developing and implementing the district's vision, goals, and priorities; ensures compliance with applicable laws, regulations, and Board policies; promotes high levels of student achievement; and maintains effective relationships with the Board of Education, employees, students, families, and community. The Superintendent is accountable to the Board of Education for the overall performance and operation of the district. QUALIFICATIONS: Education/Certification: Master's degree from an accredited college or university required; advanced degree preferred. Valid Arkansas superintendent/administrator license or eligibility for appropriate licensure as required by the Arkansas Department of Education. Special Knowledge/Skills:
• Successful experience in educational leadership and administration.
• Knowledge of curriculum, instruction, assessment, school improvement, and effective educational practices.
• Knowledge of school finance, budgeting, personnel management, school law, policy, and district operations.
• Demonstrated ability to supervise, evaluate, develop, and hold personnel accountable.
• Strong written, verbal, interpersonal, organizational, and decision-making skills.
• Ability to communicate effectively with the Board of Education, staff, students, families, community members, and governmental agencies.
• Ability to analyze information, solve problems, manage conflict, and make sound decisions in the best interest of students and the district.
• Demonstrated integrity, professionalism, confidentiality, and ethical leadership.
• Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
Experience: Three years of administrative experience EVALUATION: The Superintendent will be evaluated annually by the board of directors. MAJOR RESPONSIBILITIES AND DUTIES: District Leadership and Governance
• Provide overall leadership and direction for the school district in accordance with the district's mission, vision, goals, and priorities.
• Serve as the chief executive officer of the district and implement policies and directives established by the Board of Education.
• Advise and make recommendations to the Board regarding district programs, personnel, operations, finances, policies, facilities, and other matters requiring Board consideration.
• Keep the Board informed regarding significant district issues, needs, accomplishments, and concerns.
• Prepare or oversee preparation of Board meeting agendas and supporting materials in collaboration with the Board President and in accordance with district procedures.
• Attend Board meetings and provide information necessary for informed decision-making.
• Implement and monitor actions approved by the Board.
• Assist the Board in long-range planning and establishment of district priorities.
• Maintain a professional working relationship with all members of the Board while recognizing the Board acts as a governing body.
Instructional Leadership and Student Achievement
• Provide leadership for the development, implementation, evaluation, and continuous improvement of district instructional programs.
• Promote high expectations for student learning and achievement.
• Ensure curriculum, instruction, assessment, and intervention practices are aligned with state standards and district goals.
• Monitor student achievement data and other indicators of school performance.
• Work with administrators and instructional staff to identify areas requiring improvement and develop appropriate strategies.
• Support effective professional learning communities, collaboration, and data-informed instructional practices.
• Promote innovative programs and learning opportunities that meet the academic, career, social, and developmental needs of students.
• Ensure appropriate services are provided for students with diverse learning needs.
Personnel Management and Accountability
• Provide leadership for the recruitment, selection, assignment, development, supervision, and retention of qualified personnel.
• Directly supervise and evaluate district administrators and other personnel assigned to the Superintendent.
• Establish clear performance expectations for administrators and ensure appropriate accountability and follow-through.
• Ensure building administrators effectively supervise and hold employees accountable for assigned responsibilities.
• Address employee performance concerns in a timely, fair, consistent, and professional manner.
• Recommend personnel actions to the Board as appropriate.
• Promote professional growth through coaching, evaluation, professional development, and leadership development.
• Ensure personnel decisions and practices comply with applicable laws, policies, contracts, and district procedures.
• Promote a professional workplace characterized by collaboration, accountability, respect, and effective communication.
Communication and Community Relations
• Establish and maintain effective communication throughout the district.
• Keep employees informed of district goals, expectations, initiatives, procedures, and significant developments.
• Promote timely and effective communication between district administration, building administrators, faculty, and staff.
• Communicate effectively with students, parents, families, and community members.
• Serve as a spokesperson for the district or designate appropriate representatives when necessary.
• Promote positive relationships between the district and the community.
• Develop partnerships with businesses, governmental agencies, higher education institutions, community organizations, and other stakeholders.
• Respond professionally and appropriately to concerns raised by employees, parents, students, and community members.
• Promote transparency while maintaining confidentiality when required by law or policy.
Financial Management
• Provide leadership for the development and administration of the district budget.
• Ensure district funds are managed responsibly and in accordance with applicable laws, regulations, Board policies, and accepted financial practices.
• Monitor revenues, expenditures, fund balances, and the district's overall financial condition.
• Make recommendations regarding expenditures and allocation of district resources.
• Seek grants, partnerships, and other funding opportunities that support district priorities.
• Ensure appropriate financial controls, purchasing procedures, and accountability systems are maintained.
• Provide the Board with accurate and timely information regarding the district's financial condition.
• Develop long-range financial plans that support the district's educational priorities and fiscal stability.
District Operations
• Oversee the effective operation of district facilities, transportation, food service, maintenance, custodial services, technology, safety, and other support services.
• Establish systems to monitor operational performance and ensure assigned responsibilities are completed.
• Ensure district facilities are maintained in a safe, clean, functional, and efficient manner.
• Coordinate long-range planning for facilities, equipment, transportation, technology, and other district needs.
• Ensure appropriate procedures are established for emergencies, crisis response, school safety, and continuity of operations.
• Monitor compliance with applicable health and safety requirements.
School Safety and Student Welfare
• Promote a safe, orderly, supportive, and inclusive learning environment for all students and employees.
• Provide leadership in the development and implementation of district safety and emergency procedures.
• Work collaboratively with administrators, school safety personnel, law enforcement, emergency responders, and community agencies.
• Ensure student discipline procedures are administered appropriately and consistently.
• Promote programs and practices that support student attendance, mental health, physical health, well-being, and school connectedness.
• Ensure reports involving student safety, abuse, neglect, threats, or other serious concerns are handled in accordance with applicable law and district procedures.
Legal and Regulatory Compliance
• Ensure district operations comply with applicable federal and state laws, Arkansas Department of Education requirements, Board policies, and administrative regulations.
• Remain informed regarding legislative, regulatory, and policy changes affecting public education.
• Work with district legal counsel when appropriate.
• Ensure required reports, plans, applications, and other documents are submitted accurately and within established timelines.
• Maintain appropriate district records and ensure compliance with records retention and confidentiality requirements.
• Recommend revisions to Board policies and administrative procedures when needed.
Strategic Planning and Continuous Improvement
• Lead the development and implementation of district strategic and school improvement initiatives.
• Establish measurable goals and monitor progress toward district priorities.
• Use data and stakeholder input to identify strengths, needs, and opportunities for improvement.
• Evaluate the effectiveness of district programs and recommend changes when appropriate.
• Encourage innovation while ensuring new initiatives are sustainable, fiscally responsible, and aligned with district goals.
• Maintain a long-term perspective regarding enrollment, staffing, finances, facilities, academic programs, and community needs.
Professional Responsibilities

• Maintain confidentiality regarding student, personnel, and district matters as required.
• Maintain professional knowledge through continuing education, professional organizations, and leadership development.
