About this role

Minimum Qualification: Bachelor's Degree in Education preferred with experience working with children in an educational setting and/or experience in supervision, monitoring, and maintaining school related records, procedures, and policies. Specific Training: Appropriate Teacher's License preferred and /or degree/ experience related to procedures and operations within an educational setting and strong people and organizational skills. Experience: A certified teacher in the participating school preferred Pay Rate: The 21st CCLC Site Director is an “at will” employee. CCS and NCDPI 21st CCLC Program Supervisors monitor and approve the pay rate for this position. Duties and Responsibilities:

• Be thoroughly familiar with the approved grant goals, guidelines, and policies within the RFP including, but not limited to, the NCSCOS curriculum support, work hour expectations, 21st CCLC staff responsibilities, and student /parent confidentiality. The 21st CCLC NC DPI guidelines are provided for review. - 21st CCLC (Fiscal/Program) Grant Guidance, revised May 2025 ; 21st CCLC Standard Operating Procedures . Each site director is responsible in reading, informing, and ensuring the content of 21st CCLC NCDPI grant guidelines, policies, and procedures are shared with all the 21st CCLC staff at their site and are to be utilized for program efficiency and effectiveness. Additionally site directors will abide by the policies and laws as outlined in Cherokee County Schools Employee Handbook and the 21st CCLC Staff Handbook.

• Responsible for the management and supervision of the day-to-day operation of the 21st Century Community Learning Center Programs at individual project sites. Maintain/ Document all required records, program and student data, and program materials.

• Recruit qualified staff and supervise individual site staff to ensure program goals and objectives are met. Note: Non-certified staff that are full time employees of Cherokee County Schools may work no more than 10 hours per week without prior approval of the Program Director.

• Manage the recruitment and retention of students.

• Track program participation levels and evaluation measures as outlined in the goals and objectives of the 2024-2027 Cohort 17 21st CCLC Awarded Grant.

• Responsible for assuring high-quality program services and activities as aligned to the NC Standard Course of Study Curriculum Standards and Program goals and objectives.

• Plan and initiate academic enrichment activities aligned to the NC Standard Course of Study Curriculum Standards as identified in the grant, which include math and literacy activities. This includes, but not limited to, teaching duties during the after-school hours.

• Plan and initiate both remote and in person teaching and learning strategies to support enrichment activities identified in the grant which may include Arts Education, STEAM activities, Drug and Violence Prevention, Family Engagement Activities, Healthful Living and Physical Fitness Activities and Character Education.

• Facilitate and conduct 21st CCLC Program evaluation requirements with 21st CCLC staff and regular school-day teachers, including the dissemination and collection of teacher surveys.

• Facilitate, support, and participate in programs that promote Family Involvement and Literacy under the guidance of the Program Director, Parent Involvement Coordinator, and feeder school staff.

• Maintain all necessary student records, attendance reports, volunteer logs, and student evaluation data.

• Participate in professional development training and workshops to support, promote, and enhance the program goals and guidelines, which may include but not limited to Reading/ Literacy & Math Strategies, 4-H Adult Leader and Curriculum Training, STEAM initiatives, remote learning strategies and format and academic performance data collection and analysis to promote student's academic growth.

• Attend 21st CCLC Site Director Meetings and conduct 21st CCLC staff meetings at assigned 21st CCLC site for ongoing staff training and staff development aligned to program goals and policies. Site directors must participate in 90% of all site director meeting. Additionally, the preferred meeting style should be in-person with a minimum of a 75% in-person attendance rate. Note: At times, a virtual meeting format may be utilized with prior approval by 21st CCLC Program Director.

• Assign staff responsibilities on a daily basis, as well as, set their schedules to optimize funding resources to meet the needs of the students and the grant's goals, objectives and guidelines. Work to adhere to the 15:1 student to teacher ratio by working with site director and other 21st CCLC staff to follow work schedule guidelines that as the number of students decline at the end of the day then the number of staff also declines also. Note: Safety of staff and students is a priority and the activity may justify needing additional staff.

• Ensure that the program has a posted schedule and daily written lesson plans with staff assigned to specific duties.

• Work and communicate with the 21st CCLC Program Director, principal, and regular school day staff to ensure the success of the program.

• Assist students with homework and tutoring and be prepared to teach daily lessons.

• Advise staff, parents, and program participants on rules, regulation, and guidelines of 21st CCLC program, monitor, and apply program rules, regulations, and guidelines.

• Maintain adequate control, discipline, and safety of students as outlined in Cherokee County Schools Code of Student Conduct and 21st CCLC Discipline Procedure/ Policies. Supervise students at all times.

• Address all parent concerns and discipline issues at their respective site in accordance with Cherokee County Schools Student Code of Ethics and 21st CCLC Discipline Procedure/ Policies.

• Serve as a liaison between the school day staff and the after school/summer school staff to coordinate curricula and connect activities to student learning experiences.

• Communicate weekly with parents of 21st CCLC attendees to promote and support student participation and success in the 21st CCLC Program.

• Maintain all aspects of confidentiality in regards to student records as defined in HIPPA/FERPA regulations.

• Report all incidents of suspected child neglect/ child abuse- When the alleged perpetrator of the abuse or neglect is the child's parent, guardian, or a person responsible for the child's welfare, mandated reporters must report to the county DSS office or to law enforcement in the county where the child resides or is found, 828-837-7455.

• Maintain, approve, and submit all monthly documentation including, but not limited to, staff timesheets; site/ staff monthly activity report; documentation of ongoing communication with school administration, school staff, parents, and 21st CCLC staff; student discipline referrals, sample of MATH / ELA / STEAM lesson plans aligned to the NCSCOS, student academic progress monitoring documentation, facility emergency procedures, etc.

Schedule: This position requires the Site Director to be in attendance, on site, at least 5 hours but not to exceed 15.0 hours per week, supervising and providing instructional activities/ lessons for students during all program hours and assisting in maintaining and fulfilling all academic supplementary and enrichment components as identified in the CCS 21st CCLC program goals. The number of allocated weekly Site Director's hours will be based on the number of students enrolled and attending at each site. The number of weekly Site Director hours, allocated per site, based on average daily attendance (ADA) is indicated in the table below:

• ADA for up to 15 students will be 5 hours per week

• ADA for 16 to 23 students will be 10 hours per week

• ADA for 23 or more students will be 15 hours per week.

Site directors' roles and responsibilities require their work hours to be at their assigned sites. At times, site directors may need time, outside the 21st CCLC program hours of operation, to complete reports, for program monitoring, and/or professional development opportunities. Thus, a site director may work up to a maximum of 5 hours per month, off site, for this purpose but may not exceed their maximum allocated work hours of 15.0 hours per week.
