Job SummaryThis position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Federal Financial Management Branch or the Federal Financial Assistance and Real Property Branch. QualificationsMINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: You may qualify at the GS-13 level, if you fulfill the following qualification requirement: 1. Analyzing and evaluating Federal programs and policies by collecting, interpreting, and presenting data to enhance decision-making and operational efficiency; AND 2. Experience in one or more of the following: financial reporting and accounting standards, financial operations, financial management systems, internal controls; or financial assistance programs, regulations, policies, or procedures, as well as knowledge of audit requirements.; AND 3. Analyzing issues, evaluated alternatives, and recommended solutions to enhance policy, program operations, and compliance outcomes. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: 1. Analyzing and evaluating Federal programs and policies by collecting, interpreting, and presenting data to enhance decision-making and operational efficiency; AND 2. Experience in one or more of the following: financial reporting and accounting standards, financial operations, financial management systems, internal controls; or financial assistance programs, regulations, policies, or procedures, as well as knowledge of audit requirements; AND 3. Analyzing issues, evaluated alternatives, and recommended solutions to enhance policy, program operations, and compliance outcomes; AND 4. Leading or coordinating complex projects involving multiple organizations or stakeholders. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: 1. Analyzing and evaluating Federal programs and policies by collecting, interpreting, and presenting data to enhance decision-making and operational efficiency; AND 2. Analyzing issues, evaluated alternatives, and recommended solutions to enhance policy, program operations, and compliance outcomes; 3. Leading or coordinating complex projects involving multiple organizations or stakeholders, AND 4. planning, conducting, and managing complex studies, projects, and analyses related to one or more of the following: financial reporting and accounting standards, financial operations, financial management systems, internal controls; or financial assistance programs, regulations, policies, or procedures, as well as knowledge of audit requirements; AND 5. Applying analytical skills to resolve highly complex and sensitive issues, assess policy and program impacts, develop strategic recommendations, and communicate findings to senior executives and policymakers. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major DutiesAs a Policy Analyst, GS-0301-13/14/15, your typical work assignments may include the following depending on the branch you are selected for: Federal Financial Management Branch: - Develops, analyzes, and evaluates Government-wide financial management policies, programs, and initiatives. - Leads and coordinates complex financial management projects, including developing project plans, managing milestones, resolving implementation issues, and coordinating across Federal agencies and other stakeholders. - Develops and evaluates policies and guidance related to Federal financial reporting, accounting standards, financial management systems, and internal controls. - Conducts analyses of complex financial management issues and develops recommendations to support OMB and Administration policy decisions. - Coordinates Government-wide implementation of financial management policies and initiatives and provides technical assistance and guidance to Federal agencies. Federal Financial Assistance or Real Property Branch: - Develops, analyzes, and evaluates Government-wide policy on Federal financial assistance or Real Property. - Conducts independent special studies to support financial, budget, and regulatory policies regarding Federal financial assistance or Real Property. - Measures costs and effects of alternative policy choices to recommend actionable options. - Engages with stakeholders across federal agencies, state and local governments, and Congress. - Coordinates interagency policy development and builds multi-stakeholder consensus. - Oversees government-wide project plans for new policy implementation. - Reviews proposed budget actions, legislation, and regulations. - Serves as the resident OMB expert for Federal financial assistance or Real Property. - Supervises junior staff, interns, detailees, and interagency task forces. - Assists supervisors in communicating key policies, priorities, and operational guidelines.
