Job SummaryThe United States Department of Labor (DOL), Employment and Training Administration, San Francisco Regional Office is recruiting for two Accountant positions. These positions are inside the bargaining unit.

QualificationsBasic Requirements for Occupational Series 0510 Accountant: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") -OR- B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the Basic Requirements described above, you must have the Specialized Experience described below. For GS-11: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for the GS-11 includes at least two (2) of the following: 1. Experience interpreting and applying federal laws, regulations, or other requirements to federally-funded programs; 2. Experience analyzing organizational fiscal or administrative practices, policies, functions, or programs; 3. Experience analyzing financial reports and systems to determine adequacy of internal controls, including testing financial systems for compliance; 4. Experience analyzing, interpreting, or reporting on data related to federally-funded grants or contracts to identify opportunities for improvement. -OR- Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. -OR- Combination of experience and education: Possess a combination of specialized experience as described above AND graduate education as described above, which when combined would equate to at least 100%. For GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. Experience analyzing, interpreting, and reporting on data related to federally-funded grants or contracts to identify opportunities for improvement. Major DutiesDuties listed below are at the Full Performance Level (FPL) of GS-12: Develops knowledge of Employment and Training Administration (ETA) programs and applicable statutes, regulations, policies, and ETA standard operating procedures. Manages a grant portfolio within assigned program area(s) of low to moderate complexity, scope, and impact, and conducts the day-to-day fiscal management for the grants within his/her grant portfolio. Prepares and delivers presentations to various internal and external audiences (e.g., internal: ETA leadership and colleagues; external: grantee community and other workforce system stakeholders) on financial and administrative matters. Ensures grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements. Conducts on-site compliance monitoring reviews and enhanced desk monitoring reviews of grantees to evaluate programmatic and fiscal administration of the project, assess financial management systems and functions, and ensure compliance with grant requirements. Provides technical assistance to grantees in planning, operation, and management of their financial systems. Assists senior staff with designing and providing financial management training on the rules and requirements governing the various workforce development programs administered by ETA. Effectively utilizes grant management systems in accordance with established guidelines and protocols. Maintains grant files and adheres to grant management documentation requirements established in Employment and Training Orders.
