QualificationsResumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position. Possess eighteen (18) months or more, multi-functional experience in a full service human resources operating environment. Experience must demonstrate knowledge of Staffing & Recruitment and at least one of the following functional human resources competencies: Position Classification, Management Employee Relations, Labor Relations, or Training. Experience analyzing, evaluating and recommending appropriate resolutions to complex interrelated Human Resources problems and issues. Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook), Business Objects Applications and the ability to work with a variety of human resources information systems. The related work experience must have been equivalent in difficulty and complexity to NF-201-04. Highly Preferred: In addition to above minimum qualification requirements, applicants will possess twelve (12) months of prior work experience in a NAF Human Resources Office in a recruitment and placement capacity and have completed CHRA NAF Career Path I.
Major DutiesWorks under general supervision of the NAF Human Resources Officer (HRO). Leads a NAF HR operation with a total staff of a minimum of five employees. Serves as Human Resources (HR) Specialist team lead for the NAF HRO. Leads a multi-functional team of Human Resources Specialists and Assistants who represent all functional areas of human resources administration. Assists in developing long and short term plans for the office operations. Communicates and helps meet the office's strategic goals and objectives with the team, while assisting in developing operational plans, resource requirements, innovative systems/applications and processes for successfully carrying out the daily work. Applies a broad, multifunctional knowledge of human resources management and administration laws, regulations, policies, programs, technologies, and practices. Plans and carries out personally performed work and assures the successful performance of team members. Assists the HRO, in meeting the organizational performance goals. The lead is responsible for assigning, managing and coordinating projects and taskers and make sure that all suspenses are met. Lead the team in identifying, distributing and balancing workload and tasks among employees, making adjustments to accomplish the workload in accordance with established priorities in a timely manner. Arrange specific administrative or technical training necessary for accomplishment of individual and team goals and objectives. Monitor and report on the status and progress of work. Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the NAF HRO. Provide input to the performance ratings of the team members. Provides advice and assistance to management staff on issues/problems with impact on personnel management programs, e.g., MER, staffing strategies, and human capital management. Provides guidance on regulation and operational standards, as well as data management and SOPs. Audit programs for accuracy and effectiveness. Identifies program strengths and weaknesses; evaluates program quality; prepares and recommends strategies for improvement in the HR operations.
