Job SummaryDepartment of Health & Human Services, Centers for Medicare & Medicaid Services, Center for Clinical Standards and Quality, Clinical Standards Group, Division of Continuing Care Providers. As a Supervisory Health Insurance Specialist, GS-0107-15, serves as subject-matter expert, providing interpretations and supportive consultations of established and proposed policies associated with Medicare and Medicaid quality standards applicable to non- institutional clinical settings and provider types.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Developing, interpreting, or implementing Medicare/Medicaid regulations; 2. Providing oversight on the development, evaluation, or implementation of proposed legislation or regulations pertaining to the health and safety standards for healthcare providers; And 3. Advising CMS leadership and stakeholders including congressional staff, HHS policy officials, and EOP/OMB on Medicare/Medicaid quality standards regulations and policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Major DutiesProvide direct staff administration, including recruitment, scheduling, workload distribution, and the enforcement of performance and conduct standards.Oversee the full rule making life cycle, including drafting new rules, forecasting impacts, reviewing public feedback, and issuing final guidelines.Lead the development, review, and evaluation of proposed regulations and legislation, including regulatory impact analyses, and public comment adjudication and advice senior leadership on the changes and implications.Partner with CMS components, federal and state agencies, and external stakeholders to ensure policy alignment across quality, payment, and reporting frameworks.
