QualificationsIn order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions/Individual Occupational Requirements for GS-0801, 0819, 0020, 0401, and 1301 Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: GS-0801/ 0819: All Professional Engineering Positions, 0800 GS-0401: General Natural Resources Management and Biological Science Series 0401 GS-0020: Community Planning Series 0020 GS-1301: General Physical Science Series 1301 In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-09 SPECIALIZED EXPERIENCE: Must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of environmental concepts and principles as well as the ability to apply standard environmental professional practices, methods, and techniques to perform relatively difficult but well precedented assignments. Knowledge of applicable Federal, State, and local environmental laws, regulations, or integration principles and practices, and other guidance to make recommendations concerning assigned restoration, compliance, conservation, pollution prevention projects. Ability to search technical reports, manufacturers' catalogs, and other guidelines and publications to obtain information, prepare reports, and perform moderately difficult assignments. Knowledge of environmental disciplines to be aware of ramifications of their findings and actions inherent in assigned environmental projects, studies, and programs. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. GS-11 SPECIALIZED EXPERIENCE: Must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledges and abilities applicable to a wide range of environmental duties; and the skill to modify standard practices and adapt equipment or techniques to solve a variety of problems; adapt precedents or make significant departures from previous approaches to similar projects to provide for the specialized requirements of projects and apply standard practices of related disciplines as they relate to environmental functions. Knowledge of applicable Federal, State, and local environmental laws, regulations, or integration principles and practices, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices. Knowledge of environmental disciplines to be aware of ramifications of their findings and actions inherent in assigned environmental projects, studies, and programs. Ability to plan, develop, coordinate, and monitor environmental facilities or projects so as to assure compliance with applicable objectives, standards, and requirements. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or related disciplines which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-09: KNOWLEDGE, SKILLS AND ABILITIES (KSAs) 1. Knowledge of basic principles of the classified titled or related field. 2. Skill in communicating factual and procedural information clearly, orally and in writing. 3. Ability to learn basic techniques of the classified title. 4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5. Ability to plan and organize work and consult effectively with co-workers. Major DutiesProvides extensive environmental expertise to manage assigned environmental projects or programs through application of professional knowledge and skill in the environmental program management series practices, processes and techniques. Responsible for executing assigned projects or program element(s), in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies. Provides advisory services on specific problems, projects, programs, and functions in assigned program area. Complies with health, safety, and environmental rules and procedures and performs work that enhances the safety of the work environment.
