Job SummaryEqual Employment Manager position is assigned to the Executive Director Service at the Cincinnati VA Medical Center in Cincinnati, OH. Position manages and is responsible for the program development, administration, evaluation, and advisory functions of the Equal Employment Opportunity (EEO) and Affirmative Employment, Alternate Dispute Resolution (ADR), and Minority Veteran Program (MVP).

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Federal EEO laws, regulations, and policies. Knowledge of the operating principles of the EEO Program includes the counseling process, the complaint process, the investigative process, the roles of the EEO Advisory Committee and Special Emphasis Programs, as well as all required plans and reports. Knowledge of the principles of Human Resources Management and of federal Personnel Regulations provide the basis for recommending changes in employment policies and practices. Knowledge of the causes of barriers to the Equal Employment Opportunity and the cause and effects of discriminatory practices against individual on the basis. of protected class. Ability to communicate effectively both verbally and in writing, prepare a variety of reports, and brief supervisors, service chiefs and management officials concerning all aspects of the EEO Program. Major DutiesThe Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Major Duties: The incumbent exercises a high degree of judgment in establishing priorities and direction, analyzing and recommending solutions to problems that adversely affect EEO and Affirmative Employment. The incumbent advises management on specific actions in support of Affirmative Employment and strategies for preventing and responding to discrimination complaints. The incumbent conducts unique research and develops the Affirmative Employment plans on behalf of the agency. The incumbent provides direction and guidance to, management officials, Human Resource Management Service, and other programs tasked to execute Affirmative Employment plans ensuring goals and best practices are understood and reporting progress and complaints of such. The incumbent serves as the technical expert for processing the following federally conducted external complaints in accordance with agency policy. These complaints are not processed by ORM and the incumbent must provide/oversee the intake, investigation and agency recommendation in such complaints: Title IX, Section 504 Rehabilitation Act of 1973, Title VI Civil Rights Act of 1964, Age Discrimination Act of 1975, Executive Order 13160 (Discrimination Complaints) and Executive Order 16166 (Limited English Proficiency complaints). The incumbent personally develops and conducts a variety of trainings on EEO, ADR, and cultural competency. Trainings are presented to leaders and employees at all levels of the organization. The incumbent also coordinates EEO trainings provided by EEO and experts from within the VA and contracted trainers.
