Job SummaryThis position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for the design, collection, analysis, measurement and reporting of various cost, budget, economic, capability and program data.
QualificationsYou may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Initiating, planning, and conducting studies and analysis that produce estimates of requirements (financials, personnel, materiel, and facilities) for Capability Gap Assessments, and Capability Portfolio Management Reviews, and the Planning Programming Budget and Execution (PPBE). Applying and adapting principles, practices, and analytic strategies from the quantitative social sciences. Performing research and continuous learning in specialized areas to develop and maintain a state-of-the-art competency in mathematical and statistical techniques. Knowledge of technical publications, regulations, directives, manuals, and policy statements to determine their effect on current policy statements and approaches to various analysis studies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515 series. Degree In operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. You MUST provide transcripts or other documentation to support your educational claims. Unless otherwise stated: (1) unofficial transcripts are acceptable at time of application, or (2) If you are serviced by the office, filling this type of position, and your transcripts are on file in your official personnel folder, you are not required to submit. Major DutiesAs a OPERATIONS RESEARCH ANALYST at the GS-1515-14 some of your typical work assignments may include: Receiving and studying technical publications, regulations, directives, manuals and policy statements to determine their effect on current policy statements and approaches to various analysis studies. Performing as project team leader in planning, conducting, and accomplishing research, or self-developed and VCJCS-level directed studies applicable to existing or propose initiative and outcome. Analyzing complex management problems by applying expert knowledge of various classes analytic methods including optimization, modeling and simulation, statistical analysis or mathematical techniques. Serve as technical advisor and develops and disseminates Joint Staff policy guidance and instructions.
