Job SummaryThis position is located with Bonneville Power Administration (BPA), in PEP (Programs), PE (Energy Conservation), within Power Services (P). A successful candidate in the Residential Sector Lead (Public Utilities Specialist (Energy Efficiency) position will support the accomplishment of Energy Conservation's (EC) mission and objectives by serving as the Sector Lead.

QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as: 1) Establishing or leading a team focused on creating and implementing residential energy conservation initiatives or utility-specific projects that meet energy conservation goals; 2) interpreting, analyzing, and adapting power or other related residential industry policies, programs, guidelines, and plans to identify cost effective energy saving opportunities; and 3) collaborating, creating and maintaining working relationships with management, utility customers, local and regional government groups, or other individuals to achieve program goals. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

Major DutiesAs a Residential Sector Lead (Public Utilities Specialist (Energy Efficiency)), you will: Develop and implement sector strategies, and a portfolio of energy efficiency program offerings intended to reduce the BPA Administrator's load obligation and achieve annual energy savings targets for the assigned sector(s). Develop capital and expense budget estimates for acquisition and program support required to implement sector strategies. Provides periodic updates of actual expenditures and forecasts of anticipated expenditures. Work directly with utility partners, equipment vendors, suppliers and other key stakeholders to design and implement a portfolio of efficiency programs to promote and accelerate the adoption of new approaches that will reduce electric energy consumption and demand. Serve as the organization's primary representative for sector specific energy efficiency programmatic delivery programs, activities, and initiatives. Develop, modify, and provide input into major project plans that are particularly complex. Present importance and applicability of new or improved product/service capability to a variety of audiences.RequirementsIn accordance with Executive Order 14170, applicants are encouraged to respond to four short, free-response, essay questions in the questionnaire. May be required to serve as Contracting Officers Representative for BPA grants and agreements; this duty includes additional training and certification. This position has been designated as requiring a PUBLIC TRUST background. A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
