About JADE
JADE, the Joint Action on Drug Elimination, is a PAX sapiens program focused on reducing harm from synthetic drugs by strengthening practical cooperation among governments, regulators, industry, and other partners. JADE works on precursor chemicals and the supply chains that feed illicit drug production, with a focus on research, convening, stakeholder engagement, training, and support for practical action.
Primary Role
The JADE Representative, International Regulatory and Public Sector Partnerships serves as JADE’s representative for international regulatory cooperation, government engagement, stakeholder coordination, and capacity building related to precursor chemicals and synthetic drugs.
Based in Vienna, Austria, this position supports practical cooperation among regulatory authorities, law enforcement agencies, technical experts, international organizations, and government stakeholders working to address chemical diversion and associated synthetic drug threats.
The position focuses on strengthening international cooperation, supporting implementation of existing chemical control mechanisms, facilitating stakeholder coordination with law enforcement and international organizations, and developing training and capacity building initiatives.

Location
This position is located in Vienna, Austria. The central office is operating from a hybrid model currently, with three days in the office and the option of two days working from home.
The Representative will work both within and outside the assigned location as required to support JADE objectives and participate in meetings, workshops, conferences, and engagements at PAX sapiens headquarters in Colorado and other locations as approved by the JADE Director.
Primary Responsibilities
International regulatory cooperation and public sector engagement:
• Support engagement with regulatory authorities, law enforcement agencies, technical experts, government stakeholders, and international organizations.
• Monitor developments related to precursor chemical control, emerging substances, synthetic drug threats, and related public sector initiatives.
• Support stakeholder dialogue, information exchange, and collaborative initiatives among government, regulatory, technical, and international partners.
Public sector coordination and implementation support:
• Help translate policy, regulatory, and technical discussions into practical implementation steps for public sector and international partners.
• Support use of existing international cooperation mechanisms, chemical control tools, and information sharing processes where appropriate.
• Develop engagement plans, stakeholder maps, and follow up products that help partners move from discussion to action.
• Support JADE activities that require coordination among governments, regulators, international organizations, and technical experts.
Information sharing and operational cooperation:
• Work with JADE colleagues and trusted partners to identify emerging precursor threats, diversion trends, and public sector coordination gaps.
• Support development of awareness products, briefings, and practical tools for regulatory, law enforcement, and technical stakeholders.
• Translate emerging precursor intelligence, replacement chemical trends, and non sensitive laboratory findings into practical guidance for chemical manufacturers, distributors, industry associations, and compliance professionals.
• Promote appropriate information sharing among trusted government, regulatory, and technical partners.
• Support early warning and coordination efforts related to emerging precursor threats and diversion methods.
Training, convening, and capacity building:
• Design and deliver training, workshops, technical briefings, and awareness activities for government, regulatory, law enforcement, and technical stakeholders.
• Support JADE convenings focused on international cooperation, regulatory coordination, and practical solutions to chemical diversion risks.
• Prepare briefing materials, agendas, discussion guides, and follow up products that help stakeholders move discussions into action.
• Support capacity building initiatives that strengthen regulatory and operational capabilities across jurisdictions.
Strategy, stakeholder coordination, and risk management:
• Contribute to JADE strategy, workplans, budgets, and implementation planning related to regulatory cooperation and public sector engagement.
• Identify opportunities where JADE can support implementation, coordination, and information sharing efforts without duplicating the mandates of governments or international organizations.
• Support monitoring, evaluation, learning, and reporting activities related to cooperation, capacity building, and stakeholder engagement objectives.
• Identify opportunities to strengthen voluntary cooperation between government authorities, international organizations, industry associations, chemical manufacturers, distributors, logistics providers, and online marketplaces involved in legitimate chemical commerce.
Collaborate With JADE Representatives:
• Collaborate with JADE Representatives operating in specific countries and functional portfolios.
• Provide support on regulatory, technical, and public sector matters.
• Help align country level activities with JADE’s broader international objectives.
• Support collaboration across regulatory, enforcement, and technical networks.
Required Education, Knowledge, Skills and Competencies
• Bachelor’s degree in a relevant field, or an equivalent combination of education and directly relevant professional experience.
• Advanced degree or senior level experience in international drug control, law enforcement, chemical regulation, international relations, public policy, or a related field is preferred.
• Significant experience working with regulatory authorities, law enforcement agencies, international organizations, technical experts, or government stakeholders.
• Working knowledge of chemical supply chains, precursor chemicals, pre precursors, diversion risks, chemical industry compliance programs, or related regulatory frameworks is strongly preferred.
• Experience engaging with chemical manufacturers, distributors, industry associations, compliance professionals, or related private sector stakeholders is strongly preferred.
• Strong understanding of international precursor control systems, chemical regulation, synthetic drug threats, diversion methods, and cooperation mechanisms used by governments and international organizations.
• Demonstrated experience building trust with government, regulatory, technical, and international stakeholders across different countries and institutional cultures.
• Ability to translate technical and regulatory information into clear guidance, training materials, briefings, and stakeholder resources.
• Strong judgment, discretion, and comfort working with sensitive subject matter, legal constraints, confidentiality concerns, and politically sensitive relationships.
• Excellent written and verbal communication skills, including experience briefing senior officials, regulators, industry leaders, and international partners.
• Ability to work independently, organize complex workstreams, manage competing priorities, and stay closely aligned with the JADE Director and broader PAX sapiens policies.
• Experience supporting international meetings, conferences, workshops, or stakeholder engagement initiatives is preferred.
• Experience in Vienna or Washington, D.C. based international policy settings, United Nations drug control bodies, international precursor control, or cross border public sector cooperation is strongly preferred.
• Relevant language skills are helpful but not required.
Travel
This position is expected to require travel for approximately 30 percent of the year. Travel may include international assignments, conferences, stakeholder meetings, workshops, training activities, regulatory engagement, and participation in JADE supported events.
Travel shall be undertaken only with prior approval of the JADE Director and shall be conducted in accordance with PAX sapiens travel policies and procedures. Reasonable and approved travel expenses shall be reimbursed in accordance with those policies.
Remuneration
The minimum gross annual salary for this position is EUR 140,000 on a full-time basis. Depending on qualifications and professional experience, an overpayment may be offered.
