Job Summary The Baltimore City Department of Housing and Community Development (DHCD) was created in 1968 and leads City efforts to promote thriving neighborhoods through community revitalization investments; supporting homeowners; funding critical programs and neighborhood stakeholders; creating and preserving affordable housing; and ensuring safe conditions through code enforcement. The Community Aide will provide administrative, clerical, and customer service support across the Development Division. This role assists the legal Section, administration section, and other sub sections by preparing documents, supporting financial and legal workflows, assisting with front desk operations, and maintaining organized records.

Essential Functions Legal Section Support:

• Prepare and generate lien redemption statements and other lien related documentation required to prepare In Rem foreclosure cases and other DHCD acquisition or disposition activity. • Coordinate with Department of Finance personnel to produce and convey lien information to DHCD • Perform basic legal and accounting tasks assigned by legal supervisor • Enter data and documents into the legal tracking system • Maintain confidentiality of accounting records, legal records and other sensitive information • Coordinate with DHCD Legal Section supervisors to ensure timely completion of legal administrative tasks Administration Section Support:

• Answer incoming calls and route inquiries professionally • Handle incoming and outgoing mail, including sorting, logging, and distribution • Process supplier invoices and assist with basic financial documentation • Provide front desk coverage, greet visitors, and support customer service needs • Maintain office supplies, forms, and administrative materials General Development Division Sub-Section Support:

• Support various sub sections with administrative tasks as needed

Minimum Qualifications Education: High school diploma or equivalent, with at least one yr. administrative and/or accounting experience. Proficiency with MS office software and standard administrative equipment. Ability to work independently and manage time and tasks efficiently. Legal admin experience preferred

Knowledge, Skills, and Abilities

• Basic legal processes related to liens, redemption statements, and document confidentiality • Basic accounting principles including invoice processing and financial recordkeeping • Office administration practices such as filing systems, mail handling, and document retention • Customer service standards for phone and front desk interactions • Document preparation and formatting • Data entry accuracy for legal and financial information • Professional communication in person, by phone, and in writing • Time management and prioritization • Technology proficiency including Microsoft Office, scanning tools, and document management systems • Meeting support including note taking and summary preparation • Attention to detail for legal and financial accuracy • Multitasking across multiple division sections • Confidentiality with sensitive documents • Adaptability to shift priorities and assignments • Interpersonal effectiveness when working with staff, suppliers, and the public

Additional Information

Background Check Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
