Job summary
Cumbria Health are looking for an Estates, Compliance and Sustainability Officer to support the delivery of safe, compliant, sustainable and efficient estate services across the organisation.
This varied role provides operational, administrative and coordination support across Estates, Health & Safety, Sustainability, Emergency Preparedness, Resilience and Response (EPRR), and Business Continuity functions. The successful candidate will play a key role in maintaining compliance records, coordinating planned and reactive maintenance activities, supporting sustainability and Net Zero initiatives, and assisting with audits, assurance processes and emergency preparedness planning.
Working closely with internal teams, contractors and external service providers, the postholder will help ensure statutory obligations, regulatory requirements and organisational objectives are met, contributing to a safe, resilient and environmentally sustainable working environment for staff, patients and visitors.
Full time position at 37.5 hours per week.

Main duties of the job
The Estates, Compliance and Sustainability Officer provides operational, administrative, and coordination support across Estates, Health and Safety, Sustainability, Emergency Preparedness, Resilience and Response (EPRR), and Business Continuity functions.
The postholder will support the delivery of safe, compliant, sustainable, and efficient estate services by maintaining accurate records, coordinating planned and reactive activities, monitoring compliance requirements, supporting sustainability and Net Zero programmes, and assisting with assurance, audit, and emergency preparedness activities.
The role acts as a key administrative and operational link between internal stakeholders, contractors, and service providers, helping ensure statutory obligations, organisational objectives, and regulatory requirements are met.

Main Duties and Responsibilities:
Estates and Facilities Support
Coordinate planned preventative maintenance (PPM) programmes and reactive maintenance activities. Maintain estates work schedules, records, and service documentation. Liaise with contractors, suppliers, and internal stakeholders to support the delivery of estates services. Monitor completion of maintenance activities and ensure supporting documentation is received and recorded. Support asset management processes and maintain relevant estates databases.
Contractor Management and Administration
Maintain contractor records, including insurance certificates, risk assessments, method statements, permits, and competency documentation. Support contractor induction and access arrangements. Monitor contractor compliance requirements and escalate any gaps or concerns. Maintain records relating to contractor performance and service delivery.
Compliance and Assurance
Support the monitoring and administration of statutory and regulatory compliance requirements across the estate. Maintain compliance registers and associated evidence repositories. Assist with tracking actions arising from inspections, audits, and compliance reviews. Produce reports and compliance dashboards for management review. Support preparation for external inspections and regulatory assessments.
Health and Safety Support
Maintain health and safety records, policies, procedures, and documentation. Assist with incident reporting processes and the administration of investigations and corrective actions. Coordinate health and safety meetings, training records, and action logs. Support risk assessment management and document control processes. Contribute to the promotion of a positive health and safety culture across the organisation.
Sustainability and Net Zero
Collect, validate, and maintain sustainability performance data, including energy, waste, water, and carbon-related information. Support the preparation of sustainability reports and performance submissions. Assist in monitoring progress against environmental and Net Zero objectives. Coordinate sustainability initiatives, campaigns, and staff engagement activities. Support the implementation and monitoring of carbon reduction and environmental improvement projects.
Emergency Preparedness, Resilience and Response (EPRR)
Provide administrative support for EPRR programmes and activities. Maintain emergency plans, response documentation, and contact directories. Support business continuity planning and document management processes. Assist in coordinating exercises, training activities, and lessons-learned reviews. Ensure EPRR documentation remains current and accessible.
Audit, Governance and Reporting
Support internal and external audit preparation activities. Collate evidence and documentation required for assurance reviews. Maintain action trackers and monitor progress against agreed actions. Assist in the preparation of reports, performance information, and governance papers. Contribute to continuous improvement initiatives and compliance assurance processes.
General Responsibilities
Maintain accurate and up-to-date records in accordance with organisational policies. Ensure compliance with relevant legislation, regulations, and organisational procedures. Develop effective working relationships with colleagues, contractors, and external partners. Participate in training and development activities as required. Relevant qualification in Estates Management, Facilities Management, Health and Safety, Sustainability, Environmental Management, or Business Administration. Membership of a relevant professional body (e.g., IWFM, IOSH, IEMA, Institute of Risk Management).
