Restless Development is implementing an inspiring youth employment portfolio designed to improve the economic resilience and livelihoods of young people by expanding their access to dignified and fulfilling work, entrepreneurship opportunities and inclusive financial services. Working across 13 Districts in Karamoja sub region, Eastern, West Nile, Western Uganda, and in central region. Our approach places young people at the center of programme design and delivery while strengthening the local systems that support dignified and fulfilling work. Our work equips young women and men with market relevant technical, entrepreneurial, and financial capabilities while connecting them to employers, markets, business development services and affordable financial products. About the Role

The Monitoring, Evaluation and Learning (MEL) Coordinator will lead the design and implementation of monitoring, evaluation, research, and learning systems for our programmes. The role will ensure effective tracking of programme performance, measurement of results, and generation of high-quality evidence to inform decision-making, learning, and accountability across the organisation.

The MEL Coordinator will work closely with consortium partners, programme teams, and the MEL function at Restless Development to ensure coherent and harmonised data systems, timely reporting, and effective use of evidence to improve programme delivery. The role will also support learning processes, evaluations, and knowledge management to strengthen adaptive programming and improve youth outcomes.

Reports to: Monitoring Evaluation and Learning Manager.

Expected travel: Fairly regular international and domestic travel

Key responsibilities

Key Roles and Responsibilities

1. MEL System Design and Strengthening.

• Lead the design, implementation, and continuous improvement of the programme’s Monitoring, Evaluation, and Learning (MEL) system in line with programme objectives and donor requirements.

• Develop and maintain comprehensive MEL frameworks, including indicators, data collection tools, reporting templates, and results measurement systems.

• Ensure harmonisation of MEL systems across consortium partners to promote consistency, comparability, and reliability of data.

• Strengthen data governance systems, including data flow processes, data quality standards, and documentation protocols.

• Support integration of digital MEL tools and systems to improve efficiency, accuracy, and timeliness of reporting.

2. Programme Monitoring and Performance Tracking.

• Oversee routine monitoring of programme implementation across all technical components, ensuring timely tracking of outputs, outcomes, and targets.

• Produce regular monitoring reports, dashboards, and performance updates for programme management, consortium partners, and donors.

• Identify implementation gaps, risks, and deviations from plans, and support teams in developing corrective actions.

• Conduct and coordinate field monitoring visits and data verification exercises to ensure data integrity and accountability.

• Support tracking of programme performance against logframes, results frameworks, and annual work plans.

3. Evaluation, and Evidence Generation

• Coordinate the design and implementation of baseline, midline, endline, and thematic evaluations.

• Support commissioning and management of external evaluators to ensure high-quality evidence generation.

• Facilitate operational research and special studies to inform programme learning and adaptation.

• Ensure evaluation findings are validated, documented, and disseminated across programme teams and stakeholders.

• Support use of evidence in programme redesign, scaling decisions, and strategic planning.

4. Learning, Adaptation and Knowledge Management

• Lead structured learning processes including reflection meetings, learning reviews, and after-action reviews across programme teams and consortium partners.

• Promote a strong culture of adaptive management where data and evidence are actively used to improve programme performance.

• Develop and manage knowledge products such as learning briefs, case studies, policy notes, and synthesis reports.

• Capture and document key lessons, innovations, and promising practices from programme implementation.

• Ensure youth voices, community feedback, and lived experiences are integrated into learning processes and programme adaptation.

• Support in the development and review of the Organisational strategy and annual planning and review processes

5. Reporting, Coordination and Partner Support

• Lead coordination of programme reporting processes, ensuring timely, accurate, and high-quality internal and donor reporting.

• Consolidate MEL data from consortium partners and ensure consistency, completeness, and validation of submitted information.

• Provide technical support and capacity strengthening to consortium partners on MEL systems, data collection, and reporting requirements.

• Participate in consortium coordination meetings and technical working groups to ensure alignment on MEL priorities.

• Serve as a key focal point for MEL-related communication between Restless Development and consortium partners.

6. Accountability, Quality Assurance and Organisational Learning

• Ensure strong data quality assurance systems are implemented across all programme components.

• Strengthen accountability mechanisms, including feedback systems that capture input from young people and communities.

• Support programme audits, evaluations, and donor monitoring visits by providing accurate and verified data and documentation.

• Promote compliance with organisational MEL standards, donor requirements, and ethical data management principles.

• Contribute to organisational learning by sharing insights, evidence, and lessons across internal and external platforms.

• Undertake any other duties as assigned by the Programme Manager or senior management.

7. Others responsibilities

• Other duties as required, including occasional work on weekends for which time off in lieu (TOIL) can be taken.

Skills and Experience

Essential

• Bachelor’s degree in Statistics, Economics, Development Studies, Social Sciences, or a related field.

• A post graduate diploma in Monitoring and Evaluation

• At least 3-5 years of experience in monitoring, evaluation, research, or learning roles within NGO or donor-funded programmes.

• Strong experience in designing and implementing MEL systems, frameworks, and tools.

• Experience in data collection, analysis, visualization, and reporting using quantitative and qualitative methods.

• Strong understanding of results-based management (RBM) and performance measurement frameworks.

• Experience working with consortium or multi-partner programmes.

• Strong analytical skills with ability to interpret data and translate findings into actionable recommendations.

• Experience using digital data collection and analysis tools (e.g., Kobo Toolbox, ODK, Excel, or similar platforms).

• Strong communication, facilitation, and report writing skills.

• Ability to work collaboratively with diverse teams and stakeholders.

Desirable

• Experience working on youth development, livelihoods, or economic empowerment programmes.

• Experience with Mastercard Foundation or other large institutional donor MEL systems.

• Knowledge of participatory MEL approaches and youth-centred data systems.

• Experience in data visualization tools (e.g., Power BI, Tableau, or similar).

• Familiarity with Uganda’s development and youth employment context.

• Experience supporting evaluations and operational research in complex programmes.
