About this role

Job summary

The Project Manager is a senior role within the Estates and Facilities Directorate, responsible for delivering capital and major revenue projects across Maidstone and Tunbridge Wells NHS Trust. Reporting to the Senior Project Manager, the post holder will manage projects through all stages, from feasibility and design to procurement, construction and handover.

The role involves leading healthcare construction, refurbishment and compliance projects, ensuring delivery within agreed timescales, budgets and quality standards while meeting NHS guidance and statutory requirements. The post holder will provide specialist advice on healthcare estates, building construction, engineering services, Health Building Notes (HBNs) and Health Technical Memoranda (HTMs).

Responsibilities include project planning, procurement, contract administration, risk management, budget control and performance reporting. The Project Manager will maintain key project documentation, including Project Initiation Documents (PIDs), risk registers, project programmes and progress reports.

Working closely with clinical teams, senior managers, consultants, contractors and regulatory bodies, the post holder will ensure projects support service delivery, patient safety and statutory compliance. The role also contributes to sustainability and estate improvement initiatives and requires strong leadership, technical expertise and the ability to manage multiple projects in a complex healthcare environment.

Main duties of the job

o Lead and deliver capital and major revenue projects from feasibility to completion.

o Develop project briefs, business cases, cost plans and project programmes.

o Manage project design, procurement, construction and handover.

o Ensure projects are delivered safely, on time, within budget and to required quality standards.

o Provide specialist advice on healthcare estates, HBNs, HTMs, building regulations and statutory compliance.

o Manage consultants, contractors, architects, engineers and suppliers.

o Prepare and maintain project documentation, including PIDs, risk registers, project plans and reports.

o Monitor budgets, approve payments and ensure value for money.

o Lead tendering and procurement activities in line with Trust policies and procedures.

o Identify and manage project risks, issues and change control.

o Ensure compliance with CDM Regulations, Building Safety Act, Fire Safety and Health & Safety requirements.

o Liaise with clinical teams, senior managers and stakeholders to support service and patient care needs.

o Present project updates and recommendations to committees and senior leadership.

o Support sustainability, compliance and estate improvement programmes.

o Deputise for the Senior Project Manager and undertake site inspections as required.

Person Specification

Qualifications Essential

Educated to MSC level or equivalent level of experience of working at a senior level in Building construction or Engineering services Membership of a professional institute such as APM, WIFM, IHEEM, CIBSE or RICS IOSH Healthcare (Risk & Safety Management) or NEBOSH general certificate (Construction) Evidence of post qualifying and continuing professional development.

Desirable

Management qualification PRINCE 2 Practitioner or equivalent project management qualification Extensive knowledge of range of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to Degree level or equivalent

Experience/Knowledge Essential

Experience of working at a senior level in Project Management within Healthcare. Experience of working within Estates bias discipline. Detailed knowledge of the NHS HBN's In depth knowledge of NHS project management protcols including procurement routes, and business case development. Experience in facilitating formal tendering processes.

Skills Essential

Highly developed leadership and influencing skills with the ability to enthuse, motivate and involve individuals and teams Ability to present complex and sensitive information to large groups of staff at all levels (board level to junior staff) both internally and externally and through a variety of media Advanced knowledge of IT systems, to include Microsoft suite of Excel, Access, Word, PowerPoint and MS Project Extensive knowledge of CAD drawing techniques
