Job Posting: Halifax Regional Municipality is inviting applications for an Expression of Interest for the temporary, full-time (up to 12 months) position of Manager, Active Transportation in Public Works.

The Manager, Active Transportation provides leadership and supervision to the Active Transportation team and oversees the implementation of projects and programs that support the municipal Active Transportation Priorities Plan (AT Plan) and relevant actions in the Integrated Mobility Plan (IMP). The Manager, Active Transportation advises and supports other HRM activities with shared active transportation objectives (e.g. road safety, planning and development, recreation, climate change mitigation). Under the direction of the Director, Traffic and Parking Management, the Manager, Active Transportation is responsible for adhering to the vision and direction of the Public Works operation plan and defined outcomes.

DUTIES AND RESPONSIBILITIES:

• Leads the development and implementation of Municipal AT projects (which may include multi-million-dollar projects), programs and policies. This work is supported by the Integrated Mobility Plan, Active Transportation Priorities Plan and the Municipal Planning Strategy and aims to meet objectives for a complete active transportation network and increased walking and bicycling modal share. • Implements candidate AT Plan and IMP projects by leading Functional Planning (0-30%) processes. Functional Planning incorporates options analysis, public and stakeholder engagement, engineering design and typically requires Regional Council approval. Projects include bicycle facilities, multi-use pathways, and pedestrian infrastructure. • Develops, administers and manages a system to prioritize and plan capital AT projects over annual and a multi-year (5-10 year) planning timeframe. Represents AT issues and recommends projects in HRM’s integrated capital budget planning process. Involves working closely with staff in the Design & Asset Management and Project Delivery teams as well as the broader Five-Year Capital Planning process in prioritizing projects and positioning them for construction. • Supports implementation of the Municipality’s multi-million dollar AT program, including project prioritization/selection, integration with other capital projects and budgeting. Engages with the public, elected officials and capital project integration partners to share information and co-ordinate implementation. • Provides subject matter expertise related to AT and municipal AT policy and plans for other HRM initiatives. This may include advice on development approvals, land use planning exercises, other transportation projects (e.g. transit service changes), municipal standards (i.e., Redbook), parks' planning and operation, non-standard requests (through the Variance Committee), and HRM’s road safety actions. • Leads HRM’s collaboration with community associations in the attainment of AT objectives. Supervises the implementation of the Active Transportation Grants Program which includes: grant program administration (up to $1 million annually), co-ordination on project planning and implementation with community organizations; co-ordination with HRM business units, in particular, Parks and Recreation, on AT facility development and operation with community associations; and, support for education and promotion initiatives delivered by community associations. • Leads the development and implementation of new practices to reflect current policy and professional practices. This relates to such issues as applying a social equity lens to decision-making, new engagement approaches with traditionally marginalized communities, and new professional design guidelines. • Leads collaboration with Provincial government departments on initiatives such as: capital project implementation, funding programs for community associations, sustainability of AT facilities on Provincial land, and implementation of new regulations and geometric design treatments for AT facilities. • Develops and implements policies and procedures for the operation and maintenance of active transportation facilities including signage, amenities, and standards for “state of good repair”. • Retains external consulting assistance for AT related projects in a project management role when needed and monitors budget, expected deliverables and timelines associated with these projects. • Supports the development and implementation of a comprehensive public education and promotional program designed to make the public aware of AT facilities and programs and to encourage use of the facilities. • Supervises the work and job performance of the AT group members, including: assigning work; providing coaching/mentoring, setting standards of performance; completing performance evaluations; providing advice on training plans; making staff aware of corporate policies; taking corrective action and making effective recommendation with regard to discipline up to an including termination; and, encouraging innovation and process improvements and recognizing staff contributions. • Provides expert advice and support to the Municipality’s Active Transportation Advisory Committee. • Researches and writes information and recommendation reports for Regional Council, the Transportation Standing Committee, the Active Transportation Advisory Committee and other boards and committees of Council related to active transportation and related matters. • Develops and is responsible for presentations on AT related matters, and regularly attends public meetings and meetings of Regional Council, Community Council, and advisory boards. The position, in a vast majority of situations, is the lead spokesperson for AT related matters at Regional Council, Community Council, and advisory boards. • Maintains regular contact and liaises with external stakeholders such as community or intergovernmental groups, boards and committees and negotiates with affected parties on issues related to active transportation and sustainable transportation generally. • Develops proposals for provincial and federal sources of funding to support AT projects. Administers infrastructure funding agreements including reporting, budget management, community employment benefits, Greenhouse Gas Emission reduction. • Keeps up to date on current research and practice in the field of sustainable transportation and active transportation in particular.

QUALIFICATIONS: Education and Experience:

• Post-secondary degree in Urban Planning, Urban Geography, Environmental Studies or Civil Engineering from an accredited college or university. • Minimum 7-8 years professional experience in the field of transportation, with a focus on AT. • Experience in project management, and supervision of staff is a requirement of the position. • An equivalent combination of education and experience may be considered.

Technical / Job Specific Knowledge and Abilities:

• Familiar with provincial and municipal policies and regulations (i.e. N.S. Municipal Government Act, N.S. Motor Vehicle Act, Municipal Planning Strategies, Municipal Subdivision By-laws, Municipal Land Use Bylaws, HRM Municipal Service System). • Ability to make decisions, to work in team environments, under pressure, associated with tight time lines and public scrutiny. • Very strong written and oral communication skills. • Demonstrated supervisory, administrative and organizational ability. • Demonstrated strong project management skills in a multi-task and multi-disciplinary environment. • Flexibility and ability to manage a variety of activities concurrently. • Sound knowledge of all Municipal Planning Strategies in Halifax Regional Municipality. • Sound knowledge of budget preparation and monitoring techniques. • Strong knowledge of occupational health, safety, environmental, planning, development and other applicable municipal, provincial and federal legislation. • Sound knowledge of inter-relationships with other governmental agencies or related disciplines (site analysis). • Working knowledge of HRM relevant software i.e. MS Word, Excel, Outlook, GIS, etc. • Demonstrated high degree of professionalism and confidentiality. • Demonstrated tact and diplomacy, both with internal and external clients. • Valid NS Class 5 driver's license required.

An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.

Graduation from HRM’s Aspiring Leader’s Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.

WORK STATUS: Temporary, full-time (up to 12 months).

HOURS OF WORK: Monday to Friday, 8:30am - 4:30pm; 35 hours per week. Flex options to work outside of these hours and hybrid may be available.

SALARY: Non-Union, Level 8, $90,466 - $117,079. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
