About Potlotek First Nation
Potlotek First Nation is seeking a qualified and motivated Lands Manager to provide leadership, coordination, and oversight of the Nation's Lands Department. The successful candidate will support responsible land administration, planning, environmental management, and community development while working collaboratively with leadership, community members, government agencies, consultants, and other partners.
Position Summary:
The Lands Manager is responsible for the overall leadership, coordination, and management of the Potlotek First Nation Lands Department. This position ensures the effective administration and stewardship of reserve lands in accordance with the Indian Act, applicable federal and provincial legislation, and Potlotek policies, values, and traditions.
The Lands Manager plays a key role in supporting community development through land use planning, environmental management, and land transactions. This role requires strong leadership, sound judgment, and the ability to work collaboratively to ensure responsible and sustainable land management.
Key Duties and Responsibilities:
Land Management and Administration
• Administer reserve lands in accordance with the Indian Act and applicable legislation.
• Review and process land-related documents, including leases, permits, licenses, allotments, and transfers.
• Negotiate land agreements such as leases, rights-of-way, and land use permits.
• Monitor compliance with land agreements and legal documentation.
• Maintain accurate land records and registration systems, including ILRS and NATS.
Planning, Development, and Environmental Management
• Support land use planning, environmental management, and community development initiatives.
• Participate in Additions to Reserve (ATR), land designations, surveys, and land use planning processes.
• Review environmental assessments, site plans, and development proposals.
• Maintain GIS systems, maps, and land inventories and provide reports on land use activities and development.
Department Leadership and Administration
• Provide leadership and oversight of Lands Department operations and staff.
• Develop and implement departmental plans, priorities, and work plans.
• Ensure compliance with policies, legislation, and procedures.
• Prepare and present reports to Chief and Council, the COO, and community as required.
• Monitor departmental budgets, records, and reporting systems.
Stakeholder Relations, Consultation, and Representation
• Act as a liaison between Potlotek First Nation, community members, and external stakeholders.
• Represent Potlotek in negotiations with government agencies and third parties.
• Provide information and guidance on land-related matters to members and proponents.
• Facilitate community consultations, engagement sessions, and voting processes related to land matters.
Compliance, Monitoring, Project and Contract Management
• Address complaints and resolve land-related disputes while maintaining appropriate land management controls and safety measures.
• Manage consultants, contractors, and legal advisors.
• Develop scopes of work, contracts, and project plans and monitor progress to ensure deliverables are met.
• Perform other related duties as assigned to support effective land management and community development.
Qualifications and Requirements:
Experience and Education
• Bachelor's Degree in Lands Management, Environmental Studies, Land Use Planning, or a related field.
• An equivalent combination of education and experience may be considered.
• Professional Lands Manager Certification, or willingness to obtain.
• Completion of the Level 1 Professional Lands Management Certification Program (PLMCP), or willingness to complete the course.
• The selected First Nation/RLEMP candidate will be required to apply directly to the university offering the PLMCP program and complete the applicable university application and registration requirements.
• Experience working with First Nations communities is preferred.
• Experience working with federal and provincial governments is an asset.
Skills and Competencies
• Strong leadership and management skills, including staff supervision.
• Excellent planning, organizational, time-management, communication, interpersonal, and conflict-resolution skills.
• Knowledge of land legislation, policies, and land administration systems.
• Ability to interpret legal documents, surveys, and environmental reports.
• Strong research, analysis, and reporting skills with the ability to manage multiple priorities.
• Proficiency in Microsoft Office and land management systems.
Additional Requirements
• Valid driver's license and/or reliable transportation.
• Ability to maintain strict confidentiality and professional conduct at all times.
• Ability to work in both office and field environments, including site visits in various weather conditions.
• Occasional travel and after-hours work may be required.
