JOB TITLE: ECATS DATA MANAGER/TESTING AND ACCOUNTABILITY ADMINISTRATIVE ASSISTANT GENERAL STATEMENT OF JOB Under general supervision, performs a variety of technical, administrative, and computer support functions for the district's Exceptional Children's program (ECATS) and for Testing and Accountability. Work involves utilizing specialized computer-driven file maintenance, word processing and spreadsheet programs. Work also involves coordination between the North Carolina Department of Public Instruction (DPI), the district and schools, ensuring the district's compliance with reporting requirements related to student information and testing. Work also includes reviewing forms and handwritten information and entering data into the proper computer files, often utilizing specialized codes and abbreviations; updating files on a daily basis; and printing and preparing daily reports. Employee is responsible for troubleshooting errors or other operational problems with computers and peripheral equipment; and also performs a large variety of clerical, secretarial and administrative duties involving interaction with other departments. Employee reports to the Chief Academic Officers of Exceptional Children's/Student Services & Curriculum & Instruction.

QUALIFICATIONS:

• Associate's Degree/Bachelor's Degree, preferred; Graduation from high school and any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

• Previous office experience in the educational setting, desired.

DUTIES AND RESPONSIBILITIES:

• Ability to understand and apply Federal and State laws, policies, rules, practices and procedures

• Ability to learn and utilize systems such as ECATS, WinScan, and Ready Tools as well as operating procedures, related components, capabilities, limitations and system requirements of these systems

• Ability to learn and utilize student information packages (such as PowerSchool and Educator's Handbook)

• Ability to use software and other common computer operating systems to communicate effectively using various methods

• Ability to create and organize schedules of events and/or services for the Exceptional Children's/Student Services Department and the Department of Testing and Accountability

• Ability to utilize strong data collection and problem-solving skills in order to organize and maintain confidential records

• Ability to work and communicate with diverse groups and/or organizations

• Ability to establish and maintain effective working relationships as necessitated by work assignments

• Utilizes specialized reporting software to produce district level reports.

• Prepares and maintains a variety of computer databases pertaining to student records, activities and demographic information.

• Prepares and maintains records of exceptional students served by schools.

• Provides assistance in all areas of student information such as receiving data entry requests and determines appropriate procedures to obtain input/output results for databases.

• Completes check request and purchase orders as well as assist with monitoring budgets.

ADDITIONAL JOB FUNCTIONS

• Carries out other duties as assigned.

• Receives training and in-service pertinent to the job function.

• Utilizes positive human relation skills with staff, students and parents in fulfilling requests for assistance.

• Performs special projects.

• Suggests procedures for improved office efficiency.

• Maintains confidentiality in matters pertaining to the school and students.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

• Physical Requirements: Must be physically able to sit, stand, walk and drive a car. Must be able to lift mail and boxes up to 10 lbs. Must be able to sit at a computer for extended periods of time.

• Interpersonal Communication: Requires the ability to speak to people to convey or exchange information. Includes giving instructions, assignments or directions to parents, students, and staff.

• Language Ability: Requires the ability to read and complete simple forms. Requires the ability to prepare time sheets using prescribed format.

• Reasoning Ability: Requires the ability to apply common sense understanding to carry out instructions furnished in written, oral or diagrammatic form.

• Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow written and oral instructions. Must be able to communicate effectively and efficiently in standard English.

• Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add, subtract, multiply and divide.

• Motor Coordination: Requires the ability to coordinate the eyes and hands to use a keyboard.

• Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate levels of stress.

• Physical Communication: Requires the ability to talk, see, and hear. Must be able to communicate via telephone.

KNOWLEDGE, SKILLS AND ABILITIES

• General knowledge of the standard procedures for an efficient office environment.

• Knowledge of the use of standard office equipment such as copiers, calculators, etc.

• General knowledge of word processing and familiarity with appropriate software.

• Ability to demonstrate proper telephone etiquette.

• Ability to establish and maintain effective working relationships with staff, students, parents, and volunteers.

• Ability to maintain confidentiality.

• Ability to exercise independent judgment and initiative in completing work assignments.

• Ability to communicate effectively orally and in writing.

• Ability to reason, make judgments, and maintain effective working relationships with others in exercising discretion and action in the performance of assigned work.

• Ability to attend to details necessary to complete forms properly.

• Working knowledge and ability to use correct grammar, spelling and punctuation.

• Knowledge of business letter writing and memos.

• Ability to work with minimal supervision.
