About this role

Job Title: Coordinator of Special Education Programs Reports to: Executive Director of Special Education Dept./School: Special Programs Wage/Hour Status: Exempt Pay Grade/Days: Inst. 6/240 Days Date Revised: 8/24/2026 Primary Purpose: Assist Special Programs Administration in managing and supervising special programs projects within the district. The coordinator will take responsibility for the following tasks including but not limited to the coordination and support of School Health and Related Services (SHARS) Liaison, Teletherapy for Speech and Psychological Services, State Performance Indicators submission, Cyclical Monitoring, TEA Self-Assessment, Strategic Support Plans, Grant Applications not to include those funded through IDEA-B, Corrective Action Plans (CAP) among other responsibilities as detailed below and other special projects as assigned. This position requires a resourceful and proactive mindset, that often encounters unfamiliar challenges and must devise innovative solutions. Qualifications: Education/Certification: Valid Texas Teacher's Certification with Special Educational endorsement (required); Master's Degree (required) Texas Mid-management or other comparable certification in education(preferred) Special Knowledge/Skills: Knowledge of federal and state special education law Understanding of the individual needs of special needs students Ability to communicate with all levels of special needs students and their parents Ability to interpret policy, procedures, and data Ability to manage budget and personnel Ability to coordinate district functions Strong organizational, communication, and interpersonal skills Ability to adapt and problem solve Knowledge of special education evaluation processes, assessment tools, and Full Individual and Initial Evaluations (FIIE) timeline requirements. Experience: Five years campus- level experience (required) A minimum of two years of district-level experience (required) A minimum of two years working on TEA or projects related to fulfilling federal requirements (required) Major Responsibilities and Duties: Instructional and Program Management

• Manage, maintain, and oversee all SHARS & MAC processes and program needs to maximize on Medicaid reimbursements to increase the district revenue pool

• Partner with the Evaluation Coordinator to ensure 100% compliance with FIIE and re-evaluation timelines and state/federal reporting.

• Work with campuses to initiate programs to improve STAAR scores

• Assist in the gathering of data needed to complete the yearly budget applications and staffing related to all special programs

• Assist in the design, coordination, implementation and evaluation of departmental and district projects

• Assist with the collection of data required for reports to TEA, OCR, OSEP, etc.

• Assist with Up-dating and distribute, as needed, Operating Guidelines and handbooks for special programs personnel and campus administrators

• Assist with Up-dating and distribute, as needed, the state assessment information for special programs personnel and campus administrators

• Manage, maintain, and oversee teletherapy services.

• Coordinate and facilitate any compliance review related to all special education and related services and other special programs.

• Assist with Collecting, maintain, and ensure the submission of State Performance Plan Indicators

• Attend district staffing meetings and provide guidance to inform appropriate services for students served through special programs

• Manage, maintain and oversee all other special projects

• Collect and utilize evaluative findings derived from special projects to assess their effectiveness

• Establish and maintain open lines of communication with all stakeholders including contracted services providers/vendors including facilitating the RFP process

• Communicating with outside agencies as needed to coordinate necessary services, including but not limited to services such as behavioral support as appropriate

• Collaboratively support the Evaluation Coordinator in monitoring diagnostic workflows, tracking evaluation timelines, and ensuring district-wide compliance with federal and state special education assessment mandates.

• Ability to analyze evaluation caseload data to support equitable staff and resource allocation.

• Assist in coordinating contracted evaluation personnel (e.g., LSSPs, Speech-Language Pathologists, Educational Diagnosticians) to address backlogs or high-volume testing periods.

• Collaborate with the Evaluation Coordinator to streamline referral-to-testing pathways and standardized intake procedures across campus teams.

• Support the organization and execution of district-wide professional development specifically tailored for diagnostic and testing staff.

• Assist in reviewing and auditing completed evaluation reports for quality assurance and compliance with operating guidelines prior to ARD committee meetings.

• Help manage testing inventory, protocol orders, and digital assessment platform licenses required by evaluation staff.

Policy, Reports, and Law

• Compile, maintain, file, submit reports and documents required by the Texas Education Agency during audits and other agencies as required for yearly reports.

• Assist with the implementation of the policies established by federal and state law, State Board of Education rule, and local board policy in the area of special education. Recommend sound policies and procedures to improve the program.

• Follow district safety protocols and emergency procedures.

Budget and Inventory

• Maintain special education projects budgets to ensure cost-effective operations.

Personnel Management

• Provide mentorship, professional development, and guidance for teachers, student teachers, administrator internships, and other staff regarding SHARS, teletherapy, and any other special programs.

• Develop training options and/or improvement plans to ensure exemplary operations for all projects assigned.

• Supervise professional developments (PD) and implement PD to include managing work schedules, assigning duties and developing instructional teams.

Communication and Community Relations

• Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members.

• Participate in professional organizations and serve on community boards.

• Articulate the district's mission and goals for all special programs to the community and solicit its support in realizing the mission.

• Demonstrate awareness of district-community needs and initiate activities to meet those needs.

• Use appropriate and effective techniques to encourage community and parent involvement.

Supervisory Responsibilities: Supervise and evaluate the performance of special education support staff. Working Conditions: Mental Demands/Physical Demands/Environmental Factors: Frequent district- wide and occasional state- wide travel; occasional prolonged and irregular hours. Maintain emotional control under stress. Regular districtwide travel to multiple work locations as assigned; moderate lifting and carrying.
