QualificationsCONDITION OF EMPLOYMENT: CRITICAL SENSITIVE (requiring Top Secret & SCI access) This position is designated as a CRITICAL SENSITIVE National Security position. Prior to appointment (Entrance on Duty), it requires a fully completed and favorably adjudicated National Security Background Investigation (SSBI or SSBI-PR) that is current (within the last 5 years). Once employed, further processing for special access approval (SCI) will occur. Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience conducting all-source intelligence analysis to identify foreign intelligence or national security threats and prepare intelligence reports or briefings; Experience applying intelligence and counterintelligence policies, directives, and analytical methods to conduct threat assessments and support intelligence operations; and Experience coordinating with Intelligence Community or other federal partners to exchange intelligence information and support intelligence or counterintelligence activities. Education cannot be substituted for experience at the GS-13 grade level. Major DutiesThis position is in the Export-Import Bank of the United States (EXIM), Office of the Chairman, Office of the Chief Operating Officer, Office of Security Services (OSS). The incumbent serves as an Intelligence Operation Specialist and an expert individual contributor responsible for planning, coordinating, and executing intelligence and counterintelligence analytical activities that identify, assess, and mitigate threats to EXIM operations, personnel, information systems, and financial transactions. The incumbent independently performs complex intelligence analysis, develops actionable assessments, coordinates with interagency partners, and advises program managers and senior officials on intelligence matters affecting export credit operations and U.S. national security interests. Duties include, but are not limited to: Plans, coordinates, and executes intelligence collection, analysis, and production activities in support of EXIM's national security mission. Develops complex all-source intelligence assessments by identifying foreign intelligence threats, economic espionage attempts, export control violations, and sanctions evasion schemes targeting EXIM-supported transactions. Produces intelligence reports, threat briefings, and strategic intelligence estimates for EXIM senior leadership, program managers, and interagency partners in accordance with ICD 203 and ICD 206 production standards. Drafts and recommends intelligence and counterintelligence policies, SOP's and program implementation guidance; coordinates internal and interagency review and staffing processes. Develops and delivers counterintelligence awareness briefings and training for EXIM personnel, covering foreign intelligence entity treats social engineering tactics, foreign travel security, and insider threat indicators. Oversees and supports the development and maintenance of memoranda of understanding and information-sharing agreements with Intelligence Community partners; drafts initial documents and coordinates internal and interagency review processes.
