Citizens of Germany (including dual citizenship if Germany is one of the countries) as well as "ordinarily resident" US citizens are not eligible for NAF employment per SOFA agreement. If not already in the commuting area, must be able to verify the ability to arrive before a firm job offer can be sent. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Qualifying Experience: Must possess administrative, clerical, or customer service experience that demonstrates the ability to perform the duties of the position. Must be proficient in standard office automation software, including Microsoft Office (Word, Excel, Outlook) and database management. Must possess basic arithmetic skills required for fee collection and daily transaction reporting. Requires strong oral and written communication skills in English to effectively brief patrons on complex program regulations. Basic knowledge of the host-nation language (e.g., German) or the ability to effectively write in an easily translatable format is preferred but not mandatory.

Major DutiesBriefs and educates eligible customers on the rules, regulations, and legal limitations of the VAT and UTAP programs. Verifies eligibility by checking ID cards, SOFA status, and applicable orders/logistical support documents, as well a reviews rental contracts, directs and guides customers to utility providers based on grid operation maps. Issues, accounts for, and audit controlled VAT forms (NF-1 and NF-2). Reconciles returned VAT forms with receipts and performs electronic filing for upload to Customs offices. Addresses and provides guidance/requirements to resolve issues with US and German Customs offices. Enrolls eligible personnel into the UTAP program, communicating directly with German utility providers to establish tax-free accounts. Responsible for identifying discrepancies and advising solutions for utility bills. Acts as a liaison between customers and utility providers to correct complex issues. Collects administration and registration fees for program enrollment, processes credit card transaction and distribution requests. Operates a credit card terminal, maintains a daily fund report, and performs end-of-day transaction reconciliation. Maintains highly accurate physical and electronic filing systems. Utilizes office automation software (databases) to input customer data, update account statuses, and generate reports for management review. Verifies eligibility annually for over 14,000 customers, with various service providers. Resolves customer inquiries regarding utility accounts or rejected VAT forms. Maintains a professional and courteous demeanor while handling high volumes of customers and managing stressful situations diplomatically.
