Job SummaryAbout the Position: This position is located at SHAPE, Belgium. SHAPE is the Supreme Headquarters of Allied Powers in Europe.The surrounding area is rural with other cities within 30 minutes drive. The base is in central Belgium with the Netherlands, Luxemburg, France, and Germany within a day's drive; the United Kingdom is also easily accessible via ferry or chunnel. The base is small but offers most amenities provided by larger installations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Applicants must demonstrate they possess one year of specialized experience at the next lower grade (GS-13) or equivalent. Specialized experience is defined as: 1) Coordinating, planning, or executing future operations, military contingency plans, or joint effects within a joint, multinational, or theater-level military command. 2) Experience representing an organization or serving as a focal point to coordinate, synchronize, and exchange operational planning information with higher headquarters, multinational partners, or theater-level commands. 3) Developing operational policy recommendations, providing technical planning advice, or coordinating organizational responses during crisis actions, deliberate planning cycles, or contingency operations. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major DutiesDirect, coordinate, and oversee long-range planning, future operations, and joint effects strategies to align branch activities with higher headquarters' overarching strategic goals.Lead cross-functional joint planning groups to formulate operational concepts, taskings, and execution orders for headquarters staff and subordinate military units.Serve as the primary representative and operational liaison at high-level boards, working groups, and multinational conferences with allied forces, interagency partners, and theater-level commands.Deliver executive policy guidance and strategic advice to senior leadership on deliberate military planning, crisis response, combat operations, and strategic command-and-control systems.Facilitate the seamless transition and hand-over of strategic operational concepts, frameworks, and long-range plans into current execution channels.Supervise, evaluate, and mentor a diverse, multinational staff of civilian and military personnel, managing workloads, resolving conflicts, and directing training programs.
