Job SummaryThis position is part of the Office of Human Resources. In this role, you will be responsible for the administration of the National Nuclear Security Administration's Workforce and Manpower Programs. QualificationsYou must meet all qualifications and eligibility requirements by the closing date of this announcement. Time-in-Grade/Band: Current Federal employees must have completed 52 weeks in a position equivalent to the next lower band (NQ-3) or GS-14. Specialized Experience: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-3 or GS-14. Specialized experience for this position is defined as experience planning, organizing, and directing the operations of a federal workforce planning program to include conducting studies and analyses on agency-wide manpower requirements, and formulating strategies to identify and address current and future workforce needs, to include but not limited to reorganization and realignment efforts. CTAP/ICTAP candidates: CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100. Major DutiesAs a Supervisory Management and Program Analyst (Workforce Management and Manpower Supervisor), you will: Plan, organize, monitor and direct the activities of the Workforce Management Branch ensuring that services comply with statutory, regulatory, agency requirements and provide technical assistance on complex and sensitive matters. Administer the National Nuclear Security Administration workforce planning program and provide input on the development of the vision, direction, goals, and objectives of the program to enable the Agency to accomplish its mission and bridge the gap between the present and future organizational workforce requirements. Devise and recommend an integrated approach to workforce planning and management, providing long-range program plans, goals, objectives, and milestones. Conduct and manage a variety of complex mid and long-range studies and developing data-driven recommendations to senior leadership officials.RequirementsYou must be a United States Citizen. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter.
