Job SummaryEnvironmental Services Technician (EST) Supervisor in VHA's Environmental Management Service supervises EST Technicians and Work Leaders in cleaning patient areas, corridors, operating rooms, and all Medical Center spaces. Duties include planning schedules, training staff, inspecting work quality, managing textile/uniform distribution, approving leave, and recommending discipline. Works independently under general supervision, following EMS Sanitation Operating Procedures.

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Major DutiesPlan and schedules daily, weekly, and monthly work schedules and assignments for subordinates. Explains and establishes deadlines and priorities on the basis of general work schedules, methods and procedures of team. Documents workloads, changes in resources, responses to customer inquiries, and subordinate performance and behavior. Determines manpower need for daily assignments and special tasks. Schedules major work in advance. Coordinates major work schedules such as removal of floor finish, finishing of floors, and scrubbing of rest rooms/bathrooms in advance to ensure timely completion to tasks and lack of disturbance to others. Ensures application of established techniques in handling of contaminated items and completion of isolation cleaning to ensure the prevention of infection, cross infection and transmission. Directs discharge cleaning of patient rooms (to include furniture) in accordance with written and demonstrated instructions. Ensures subordinates are trained on proper application of germicide and/or cleansers, and the characteristics of surfaces to be cleaned to avoid costly mistakes. Interprets guidance on proper cleaning techniques to provide guidance to subordinates. Interprets instructions for the prevention and control of infection and communicable diseases to team, to ensure proper technique and procedures are used in daily operations. Interprets instructions on difficult work operations to advise subordinates on established work techniques to maintain quality assurance. Translates basic management goals and objectives into effective work operations to achieve those goals and promote efficient and economical work operations. Maintains personal protective equipment (PPE) in accordance with established procedures and ensures subordinates follow regulatory procedures for maintaining all equipment. Defines and maintains quality and quantity of stock level for equipment and supplies needed to accomplish mission requirements. Directs the equipment monitoring and repair program and identifies equipment for annual inventory (EIL). Coordinates cleaning of areas in conjunction with furniture moves to ensure proper use of equipment and tools. Monitors operation of equipment such as floor buffers, wet and dry vacuums, floor scrubbers, wall washers, and hand tools, such as wet and dry mops, brooms, brushes, etc., to ensure safe operation before and after use. Provides safety inspections and trains subordinates on procedures to prevent and control infection and communicable diseases. Inspects work areas at regular intervals to ensure safe completion of assigned tasks, working rapidly and efficiently and ensuring safety to self, others and property. Communicates safety procedures in a clear and concise manner to achieve desired results while interacting with employees as well as representatives of other organizations.
