Job SummaryThis position is located at a Patch Child Development Center, Stuttgart, Germany. Child and Youth Services (CYS) Employee Childcare Fee applicable to employees working at least 15 hours per week: First Child: 100% childcare fee discount (all CYS employees) Second and Subsequent Child: 25% childcare fee discount (all CYS employees) Incentives and Bonuses Incentives not be paid.
QualificationsResumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position. A qualified candidate must possess the following: Education: Bachelor's degree or advanced degree in child development, early childhood education, elementary or secondary education, home economics, special education, or other fields appropriate to the position. For positions in Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as directly related behavioral science. AND Experience: Candidate must also possess all of the following: Minimum of 24 months experience working in group programs with children/youth As well as demonstrated knowledge in theories and principals of child/youth development, which must include 12 months of demonstrated experience in managing an entire cycle of operation of a CYS facility to include budgeting, facility management, supply management, program development, program implementation, curriculum oversight, hiring selections, training and supervision of personnel. In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": A minimum of 3 (three) years' experience working as an NF-04 Facility Director or equivalent level position and grade in a Child Development Center (CDC) of 100+ funded spaces. Direct involvement with the entire process of obtaining national accreditation status through NAEYC on or after 2022. At least a minimum of 3 (three) years' experience with the Army Higher Headquarters Inspection process? Certified as a reliable Infant/Toddler or PS observer using the Classroom Assessment Scoring System. The experience and knowledge listed above MUST be reflected on your resume to be considered a highly preferred/Best Qualified candidate. Major DutiesIncumbent is responsible for the administration of the facility to include implementation of budgeting and financial management, personnel management, program operations, special needs, and compliance, among other tasks.Serves as a first level supervisor for assigned staff. Supervises staff to include assigning work, conducting performance reviews and approving leave. Makes decisions on work and administrative issues presented by subordinate supervisors.Ensures the implementation of a developmentally appropriate CYS program that promotes the social, emotional, physical, and cognitive growth of children and youth.Provides program oversight and accountability for the performance of employees and the safety of children in accordance with Federal, DoD, Service, and local policies and standards.Ensures the program complies with legal and regulatory requirements and meets customer needs. Prepares and executes Appropriated fund (APF) and Nonappropriated Fund (NAF) budgets for the center.
