Job SummaryAs the Director for District Court and Appellate Litigation, you will serve as operational executive and key advisor to OCC management on significant banking, legal, and supervisory issues pertaining to District Court and Appellate Litigation matters. QualificationsYou must meet the following requirements within 30 calendar days after the closing date of this announcement: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VII band level in the Federal service. Examples of specialized experience for this position include: Experience directing the strategic planning and execution of complex litigation cases for an organization. And Advising agency heads or other management officials on high-risk trends and systemic legal vulnerabilities. And Experience in successfully leading teams and/or cross unit initiatives in providing guidance, mentorship, and instruction to less experienced attorneys. AND Must be an active member of the bar of a State, U.S. territory, or the District of Columbia. Current OCC employees must have a performance rating of at least Level 3 overall and for all critical performance elements to be eligible for promotion. The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Major DutiesAs the Director for District Court and Appellate Litigation, you will: Direct operations of the unit including the development of key communications to internal and external stakeholders subject to the direction of the Deputy Chief Counsel and Chief Counsel. Provide guidance and legal assistance to OCC management with respect to unusual and complex issues having national significance and develop sound legal precedents in order to support OCC policy objectives. Prepare authoritative legal opinions on highly complex policy matters dealing with national banking law and other applicable statutes. Represent the OCC with industry, and Congressional and executive branch committees within assigned areas of responsibility. Maintain current knowledge of pertinent legal issues facing the OCC and the banking industry and coordinate with professional staff of other federal banking agencies and the administration regarding national banking matters. Evaluate performance in accordance with OCC guidelines; make personnel action decisions regarding promotions, adverse actions, etc.; and provide training and development opportunities.RequirementsThis position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. There are three key documents that contain important information about your rights and obligations. Please read and retain these documents: Noncriminal Justice Applicant's Privacy Rights, for those who undergo an FBI fingerprint-based criminal history record check for personnel vetting, which includes Rap Back, FD-258 Privacy Act Statement - FBI (this is the same statement used when your fingerprints are submitted as part of your background investigation), and SEAD-3-Reporting-U.pdf (dni.gov), (applicable to those who hold a sensitive position or have eligibility for access to classified information). Selectee(s) will be required to sign an agreement allowing for their reassignment within the Chief Counsel's Office to serve the agency's business needs at the discretion of the Chief Counsel or at the expiration of a four-year term set forth in that agreement, with the option to be renewed at the election of the Chief Counsel. Complete a one-year trial period (unless already completed). Travel occasionally to attend conferences and/or training. Sign a statement that you are voluntarily leaving the competitive service for a position in the excepted service, if applicable. File an Executive Branch Public Financial Disclosure Report (OGE-278) and an OCC Financial Disclosure Form. Complete a financial disclosure review and resolve any ethics issues.
