HIGHLY QUALIFYING CRITERIA: Experience with reviewing, analyzing, and consolidating budget submissions for Nonappropriated Fund (NAF) programs and/or large-scale organizations. Experience in overseeing NAF programs, ensuring compliance with budgetary processes, and providing expert technical advice to program directors and managers. Major DutiesServes as Financial Management Specialist for the Installation, Morale and Recreation Fund (IMWRF) at a large installation, MACOM, or HQDA. Assists in the development of financial policies, plans and fiscal operating procedures for Nonappropriated Fund (NAF) activities. Plans, formulates, and prepares operating budgets. Prepares IMWRF Strategic Plan, cash budgets and Capital Purchase/Minor Construction (CPMC) budgets. Researches, verifies, and revises program and budget data. Develops standard operating procedures for safeguarding cash and fixed assets. Prepares financial reports of NAF operations to include budget variance analysis, CPMC execution, and cash flow projections. Performs a wide range of review and analysis of NAF financial operations in order to evaluate performance in terms of requirements, goals and objectives.
