Job SummaryThis position is in Research and Development Service at VA Tennessee Valley Healthcare System, Nashville, TN. The incumbent is part of the management team, responsible for planning and executing R&D programs that improve veteran healthcare. Under the direction of the Associate Chief of Staff (ACOS) and Administrative Officer (AO), the incumbent coordinates the annual R&D budget (~$14M) and serves as a Contracting Officer's Representative (COR).

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing clerical and administrative level work to acquire supplies and services to meet the purchase needs of the organization, purchase supplies, place orders, tracks/documents orders, and reconciles orders on credit card account; oversees stock maintenance, maintain items in a supply room, re-order supplies when stocks are low, prepare reports on costs and stock receipt/control, and maintaining contract files. Major DutiesMajor duties include: Purchasing and supply support; Coordinate Electronic Inventory Listing (EIL) activities for the service; Maintain records for each assigned contract under the oversight of the Contracting Officer; Oversees stock maintenance at or within prescribed levels to include revision to those acceptable stock levels and reorder points; Procurement of both routine and non-routine expendable research laboratory and animal procedure related supplies and equipment; Performs a full range of procurement duties utilizing manual data, and the IFCAP automated procurement system. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: This position may be authorized for ad-hoc telework. Telework eligibility will be discussed during the interview process.
