Your mission <strong>Learning outcomes / skills</strong><br><table><tbody><tr><td style="width:100%;"><strong>General Objective of the Job:</strong><br> The MEAL Officer is responsible for supporting the implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) framework in Lebanon. This includes ensuring effective data systems, quality monitoring, learning, and accountability mechanisms across projects and partnerships. The MEAL Officer contributes to improving program quality, evidence-based decision-making, and organizational learning<br> <br><strong>Position in the Organization:</strong><br> The MEAL Officer reports to the MEAL Manager and is a member of the MEAL Team. <br>S/he works closely with the Programmes Team, Global MEAL and Accountability departments, technical staff, and partner organizations to ensure MEAL and accountability standards are consistently applied.<br> <br><strong><u>Detailed job description/Results Areas:</u></strong><br> <br><strong>1. MEAL Systems Development and Management</strong><br> <br><ul><li>Support the design, piloting, and implementation of MEAL tools, templates, and systems across all projects.</li><li>Maintain reliable and user-friendly MEAL databases and indicator tracking systems.</li><li>Ensure data quality, accuracy, completeness, and security.</li><li>Conduct data analysis and produce dashboards, summaries, and reports to inform learning and decision-making.</li><li>Provide guidance and technical support to partners and project teams on MEAL tools and data use.</li></ul> <br><strong>2. Monitoring, Evaluation, and Reporting</strong><br> <br><ul><li>Support project teams in data collection, verification, and reporting aligned with donor and organizational standards.</li><li>Conduct field monitoring visits to assess data quality and project performance.</li><li>Contribute to project evaluations, assessments, and reporting processes.</li><li>Translate monitoring and evaluation findings into actionable recommendations to improve program design and delivery.</li></ul> <br><strong>3. Accountability </strong><br> <br><ul><li>Ensure that the Core Humanitarian Standard (CHS) commitments are mainstreamed across operations and partnerships.</li><li>In collaboration with the Safeguarding Focal Point, support the design, rollout, and management of Feedback and Complaints Response Mechanisms (FCRM).</li><li>Analyze and report community feedback trends to inform program adaptation.</li><li>Ensure accountability principles (CHS, Sphere, safeguarding) are reflected in program design, implementation, and monitoring.</li></ul> <br><strong>4. Learning and Knowledge Management</strong><br> <br><ul><li>Facilitate learning and reflection sessions with staff and partners to strengthen adaptive programming.</li><li>Document lessons learned, best practices, and success stories, ensuring they inform future programming.</li><li>Contribute to organizational learning initiatives </li><li>Promote the use of MEAL findings and system outputs for continuous program improvement.</li></ul> <br><strong>5. Capacity Strengthening</strong><br> <br><ul><li>Assess MEAL and accountability capacity needs of staff and partners.</li><li>Design and deliver trainings, coaching, and mentoring on MEAL systems, tools, and standards.</li><li>Support partner MEAL focal points to build their capacity in data management, reporting, and accountability practices.</li><li>Encourage the use of MEAL evidence for planning, decision-making, and advocacy.</li></ul> <br><strong>6.
