POSITION TITLE: Program Manager II
Reporting to the Director of Programs, the Program Manager II will oversee the execution, logistics, reporting, and fiscal management of ANEW’s YouthBuild program. This position will work closely with partner organizations to ensure that program requirements, services, and deliverables are met or exceeded. The ANEW YouthBuild program will offer pre-apprenticeship training to youth 16-24 years of age in Pierce County, in conjunction with contextual reading, writing, math, digital literacy and workplace development instruction that leads to a High School Diploma or GED. Following the period of instruction students will receive job placement services from the ANEW team. This is a grant funded program and position and is subject to the availability of funds.
ESSENTIAL FUNCTIONS
Program Management
• Carry out the administrative and fiscal functions of the YouthBuild program including the planning of programming, tracking of spending, budgeting, and reporting.
• Supervise a team of other FTE to include a Coordinator/Case Manager.
• Build and Coordinate shared programmatic calendars and curriculum in conjunction with partner organizations to achieve shared learning outcomes and program deliverables.
• Build and ensure program policies and procedures are being adhered to.
• Ensure organizational policies and procedures are being adhered to.
• Coordinate and maintain partnerships with partner organizations to plan and deliver student projects and activities that serve the greater community.
• Understand and manage MOU agreements, partnerships, and collaborative strategic relationships.
• Coordinate students planned “build” service days. Students will participate in active construction building projects with partner organizations that provide affordable housing.
• Ensure the coordination and delivery of recognized industry certifications by contracted trainers (i.e. OSHA 10, Flagger, Forklift) for each training cohort.
• Coordinate with the outreach & recruitment staff regarding the development and implementation of a Pierce County YouthBuild Recruitment Strategy.
• Maintain standards of data tracking, student progress tracking, and contact information in Salesforce CRM.
• Manage and ensure student support services & stipends are delivered appropriately by the Coordinator/Case Manager. Collaborate with internal ANEW teams to ensure effective program planning, support service administration, placement & retention, as well as staffing and performance management.
• Lead and coordinate individualized service planning and barrier resolution in concert with Workforce Central staff.
Job Development
• Provide student follow-up for 12 months after completion/exit, including working with WorkForce Central to conduct scheduled contacts to verify education and employment status in the second and fourth quarters after exit.
• Develop and maintain partnerships with construction companies, unions, apprenticeship programs, contractors, and industry employers.
• Identify & develop paid employment, internship, pre-apprenticeship, apprenticeship, and on-the-job training opportunities for participants.
• Coordinate employer recruitment events, job fairs, hiring events, and industry networking opportunities.
• Deliver ANEW’s employment & placement workshops to students.
• Serve as the primary liaison between employers, program participants, and program staff.
• Monitor labor market trends and identify workforce needs within the construction industry.
• Monitor participant progress toward employment and retention milestones.
• Analyze program outcomes and identify opportunities for improvement.
• Conduct participant and employer satisfaction surveys.
• Utilize data to improve service delivery and achieve performance targets.
• Ensure timely and accurate documentation of all participant contacts and outcomes.
• Other Duties as assigned.
MINIMUM / REQUIRED QUALIFICATIONS
• Five years of combined experience as a coordinator or program manager in state or federal grant education, training, or workforce development roles.
• Bachelor’s degree or higher level of education specializing in nonprofit management, human services, or other applicable field is required.
• Commitment to DEI values and understanding of equity and social justice principles and how they can be applied internally and in the field.
• Flexibility and adaptability in working with a growing non-profit.
• Strong communication and administrative skills with a proven track record of managing multiple projects.
• Experience working collaboratively partnerships.
CONDITIONS OF EMPLOYMENT AND OTHER REQUIREMENTS
• Ability to work flexible schedule to include evening and or weekend
• Must provide documents that verify identity and employment authorization within 3 business days of employment
• Valid U.S. Driver’s license, proof of insurability, and a satisfactory MVR is required.- Driving is a requirement of this role.

This position is a paid non-exempt position with a hourly pay range of $37.17 - $41.81 per hour. This position is grant funded and continuation of this position is subject to continuation of funding.
Years’ experience must be directly related to this position.
BENEFITS
The person in this position is expected to serve a 90-day probation period. Benefits will not be included until and unless the position is made permanent, which is contingent upon performance evaluation, funding, board direction, and potential re-development of the organization and its training/service delivery models. If the position is more than 30/hours per week, employer paid medical benefits will include medical, dental, and vision benefits.
A portion of the medical premium is made by the employee through a pre-tax contribution at time of payroll posting. Employees at 30/hours a week or greater qualify for full benefits and pay a pre-tax contribution of 20% of monthly premiums per month for employee coverage. Additional employer paid benefits include basic life insurance, vacation, sick leave, holiday pay. ANEW also contributes a 4% match to a 401k after one year of employment. ANEW Employees will not be permitted to use paid vacation or sick leave until successful completion of their 90-day probationary period.
