Job SummaryReports to IHS Headquarters. The official duty station is Rockville, Maryland. Incumbent develops strategies to deliver enterprise-wide foundational Information Technology solutions. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level at GS-14 in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience planning, directing, and evaluating enterprise-wide IT operations, ensuring the availability, performance, and security of mission-critical infrastructure supporting organizational objectives. Led complex IT projects involving network services, telecommunications, data center operations, and enterprise technologies while developing and implementing IT policies, standards, and strategic plans in compliance with Federal requirements, including Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST), and HHS guidance. Supervised multidisciplinary IT teams, established work priorities, evaluated employee performance, managed workforce planning, and provided technical and administrative leadership to accomplish organizational goals. Managed multimillion-dollar IT budgets and acquisitions. Provided executive-level recommendations on IT investments and operational strategy. Collaborated with senior leadership and external stakeholders to improve enterprise IT service delivery. SELECTIVE FACTOR This position requires the following certifications: Current Federal Acquisition Certification for Contracting Officer's Representative, Level II (FAC-COR, Level II). NOTE: Proof of certifications must be submitted with your application package. Require acquirement of COR Level III and FAC-PPM Senior level within a year of hire. Major DutiesTotal Compensation Package - Check out IHS's outstanding total compensation package for this job: IT Specialist Total Compensation | Pay (ihs.gov) Manages, supervises, provides direction, and oversees the activities of employees from both personnel and programmatic direction perspectives. Directs staff in their activities to meet programmatic goals for end user support and device support. Directs work tasks and activities of staff in connection with technical design and support efforts across the IHS. Directs and monitors IT projects with employees across functional boundaries within IHS. Ensures performance of critical IT functions and maintains availability of critical data used in the agency's delivery of healthcare and administrative processes. Plans, develops, and implements enhancements to IHS enterprise-wide IT infrastructure services which support the overall connectivity, data transmission, and voice and messaging communication across the agency. Develops information technology policies, procedures, and guidance (e.g., hardware, software, and telecommunications) in accordance with industry best practices for IHS IT community and approximately 18,000 end-users of IHS data and systems. Applies structured practices such as those found in Information Technology Infrastructure Library (ITIL) to focus IT Services with the alignment of business needs of the organization. Leads initiatives to research and analyze new technologies to develop cost effective methods to meet business requirements. Advises the CIO on operational aspects of the agencies short- and long-term IT service goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes of IT operations activities. Ensures complex IT projects achieve success to meet metrics for full performance with regards to performance, timing, and budget. Oversees provisions of authoritative technical assistance and consultation on the capabilities of information technology to tribal organizations. Plans, manages, integrates, and coordinates budget formulation, presentation, and execution with respect to agency IT operations and Capital Planning and Investment Control (CPIC) requirements.
