Job SummaryAbout the Position: Incumbent serves as a Joint Financial Management Planner in the Programming Branch and advises the Comptroller (J85) and Joint Planning Groups (JPGs) on resourcing operations, activities, and investments on the African continent.

QualificationsTERM APPOINTMENT: Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience at or equivalent to the GS-12 level which includes 1) leading major programming reviews to resolve resourcing issues through the Program Objective Memorandum (POM) or equivalent process; 2) participating in joint planning teams to provide risk-informed recommendations regarding how to resource military capabilities; AND 3) conducting budgetary analysis across a broad spectrum of organization and activities to reduce risk and improve organizational effectiveness. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12)

Major DutiesLead major planned and ad hoc analytical projects to improve Financial Management (FM) synchronization and budget execution in support of defense activities on the African continent.Develop, recommend, and implement budgetary and financial policies.Integrate joint FM considerations across the spectrum of planning activities at the operational-strategic level of war as described in joint doctrine.Develop automated management information systems across the DoD to capture and report costs; provide situational awareness to senior leaders.Serve as the command focal point for coordinating FM issues across the Department of War and interagency community including subordinate components and national strategic policymakers.Coordinate with the supported and supporting US government departments and agencies to promulgate appropriate reimbursement procedures, as necessary in the USAFRICOM region.Lead major programming reviews to resolve resourcing issues in large scale, multi-echelon military operations (e.g. planning for and response to large scale foreign humanitarian assistance).Support joint planning teams in crises and operations planning and execution including identifying required funding activities, writing orders, coordinating funding support, and reviewing courses of action for financial feasibility.
