QualificationsTo be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Led national HR service delivery programs, ensuring HR support, personnel actions, and customer service for all institutions and offices were accurate, timely, and aligned with federal and DOJ requirements. Managed nationwide personnel action processing, including corrections, retirement packages, and service computation dates, ensuring actions were legally sound and consistently applied. Oversaw HR technology platforms and modernization projects, including HRIS administration, system upgrades, workflow automation, and digital process improvements across the Bureau. Directed national workforce analytics and reporting, developing dashboards and forecasting tools that helped leaders make data-driven decisions about staffing, turnover, and workforce trends. Led HR compliance, quality assurance, and audit programs to identify issues, guide corrective actions, support field HR offices, and maintain alignment with federal law and personnel policy. If applicable, credit will be given for paid and unpaid experience. Major DutiesThe position is located in the Human Resource Management Division (HRMD), Bureau of Prisons (BOP or Bureau). The mission of HRMD is to oversee the development, implementation and administration of Human Resource (HR) policy and programs to address the needs of Bureau employees covering all areas of HR management. The Branch Chief oversees all Bureau-wide HR operational functions including personnel action processing, corrective actions, HR customer service training, HR technology modernization, HR systems governance, workforce analytics, forecasting, HR data quality, HR policy lifecycle management, quality assurance, compliance oversight, and Business Partner advisory services. The Branch Chief reports directly to the SES Senior Deputy Assistant Director for Human Capital Operations and functions with wide latitude in determining program priorities, establishing national policy, and directing Bureau-wide initiatives.RequirementsCareer Transition Programs (CTAP or ICTAP): These programs apply to Federal and/or DOJ employees who meet the definition of surplus or displaced from a position in the competitive service.
