QualificationsTo be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Led national hiring and talent programs, making sure staffing, recruiting, and onboarding followed federal rules and supported the Bureau's workforce needs. Managed enterprise hiring operations for all institutions and offices, ensuring consistent, timely, and reliable staffing across the Bureau. Directed multiple national teams that handled hiring, background investigations, outreach, and the new-hire experience, ensuring they worked together as one coordinated program. Set Bureau-wide hiring, recruitment, and onboarding standards, issued policy, and ensured HR offices applied those rules correctly and fairly. Oversaw national personnel security screening, recruitment campaigns, hiring events, and first-year onboarding programs to strengthen applicant pipelines and support new employees. If applicable, credit will be given for paid and unpaid experience. Major DutiesThe position is located in the Human Resource Management Division (HRMD), Bureau of Prisons (BOP or Bureau). The mission of HRMD is to oversee the development, implementation, and administration of Human Resource (HR) policy and programs addressing the needs of Bureau employees across all areas of HR management. The Branch Chief, Hiring & Talent Services, serves as the Bureau's executive responsible for national strategic direction, governance, policy leadership, enterprise modernization, and regulatory oversight of all Bureau-wide talent acquisition and early workforce integration programs. The Branch Chief directs and integrates national hiring operations, talent outreach and recruitment, onboarding and employee experience functions, and personnel security/background investigations activities across the Bureau. The Branch Chief reports directly to the SES Senior Deputy Assistant Director for Human Capital Operations and functions with wide latitude in determining program priorities, establishing national policy, and directing Bureau-wide initiatives.RequirementsCareer Transition Programs (CTAP or ICTAP): These programs apply to Federal and/or DOJ employees who meet the definition of surplus or displaced from a position in the competitive service.
