Job SummaryThe position is located in the Senior Level Division, Office of Career Development and Assignments, Bureau of Human Resources. The position serves as a Program Analyst responsible for coordinating, administering, analyzing, and evaluating Chief of Mission, Deputy Chief of Mission/Principal Officer, Political Advisor, and related senior leadership assignment and vetting programs administered by HR/CDA/SL.

QualificationsApplicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience coordinating senior-level assignment, nomination, selection, and vetting activities. Experience reviewing candidate qualifications, assignment histories, and personnel information to identify eligibility or suitability concerns. Experience interpreting and applying policies and procedures to resolve program and assignment issues. Experience analyzing program operations and recommending improvements to processes, tracking systems, and administrative practices. There is no substitute of education for specialized experience for the GS-13 position.

Major DutiesCoordinates and administers senior Foreign Service recruitment, nomination, vetting, selection, and assignment programs for COM, DCM/PO, POLAD, and related leadership positions.Analyzes and interprets laws, policies, procedures, and complex assignment cases to advise management and recommend appropriate courses of action.Administers committee operations, develops assignment schedules, tracks program milestones, and ensures selection actions are completed accurately and within established timeframes.Researches, verifies, and evaluates candidate qualifications and sensitive security, suitability, and vetting information to support senior leadership selection decisions.Conducts qualitative and quantitative program analyses, identifies operational issues and trends, and recommends improvements to assignment processes, data management, and program effectiveness.
