A successful candidate in the Project Management Specialist position will be directly responsible for all aspects leading to the successful implementation and completion of assigned projects.
QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as: Applying a wide range of concepts, laws, policies, principles, methods, regulations, precedents, and practices applicable to all aspects of project management that include 1) planning, scheduling, coordinating, managing resources, and monitoring costs to meet program goals, timelines, and compliance of assigned projects and 2) providing continuous improvement of business processes and systems to achieve better results for an organization's projects or programs. There is no substitution of education for experience at the GS-13 level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Major DutiesAs a Project Management Specialist, you will: Serve as a Project Management directly responsible for all aspects leading to the successful implementation and completion of assigned projects Develop, modify, and implement project plans to meet strategic and process improvement objectives. Develop organization change management strategies, (for example, developing configuration change or communication plans) to advance Transmission Field Services' (TF) process improvement efforts and strategic goals. Assess change saturation with Transmission Field Services; develop holistic assessments of operational, cultural, and organizational capabilities, resources, and risk factors; and recommend whether ongoing programs, projects, operational processes, and support systems should be initiated, eliminated, or redesigned to ensure initiative outcomes can be successfully managed, integrated, and implemented. Determine appropriate products or services with sponsors or stakeholders to define project scope, requirements, and deliverables. Provide advice, counsel, and guidance to Transmission Field Services staff and management on all aspects of projects managed. Monitor contractor performance and provide oversight of contractor activities to assure contractors are executing the project plans on time, within budget, and with satisfactory quality. Represent Transmission Field Services, and the BPA in conferences and meetings with other agencies, State and local authorities, private industry and public groups in efforts to obtain all viewpoints regarding proposed projects or project changes and to assure concerted action by all parties involved.RequirementsIn accordance with Executive Order 14170, applicants are encouraged to respond to four short, free-response, essay questions in the questionnaire.
