Job SummaryYou will serve as a LEAD HUMAN RESOURCE SPECIALIST in the HUMAN RESOURCES DEPARTMENT(HRD) of DDHBAP ASIA PACIFIC CENTER FOR SECURITY STUDIES.

QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Advising management on recruitment strategies, advanced leave accrual, superior qualifications and PCS entitlements; utilizing regulations to review resumes for qualifications, provide classification advisories and classify position descriptions, and provide benefits advisories. Major DutiesYou will utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices.You will use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions.You will articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.You will lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization.You will assist in developing long and short-range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies availability of candidates, career development patterns, and reorganization proposals.
