Job SummaryYou will serve as a PROGRAM ANALYST in the Commander, Joint Base Pearl Harbor-Hickam at Joint Base Pearl Harbor-Hickam. This position is also subject to a Cost of Living Allowance (COLA) currently set at 8.64%. COLA is subject to change without notice.

QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing and applying knowledge of High Voltage Electrical Safety and journeyman level electrician experience. Managing programs and applying policies and procedures in the development of programs and recommendations to support long-term workforce requirements. Monitoring progress and evaluating outcomes to improve organizational efficiency and effectiveness. Providing directions and guidance to management and other staff. Performing analysis and evaluation of alternatives for difficult problem solutions. Major DutiesYou will oversee the management and implementation of the electrical, excavation and trenching, thermal stress, material handling equipment, mechanical, and future SAFE programs.You will coordinate all activities necessary for program compliance, including Standard Operating Procedures (SOPs) issuance of Personal Protective Equipment (PPE) policies/procedures and required training, and SAFE-Tool.You will provide subject matter technical expertise and program analysis guidance in support of senior management in the Public Works Department for the purpose of developing the requirements needed to improve safety, efficiency, and productivity.You will be responsible for identifying, acquiring, implementing, and documenting a SAFE training program or resources for the Public Works Department.You will provide safety expertise, technical advice and consultation service internally to all JBPHH components including Air Force Military personnel and other external customer's commands as required.
