Job summary

At the UK Health Security Agency (UKHSA) we are looking for Benefits Managers to join us in our critical work to protect the nation from health threats.

The role will work directly within the UK Health Security Campus (UKHSC) Programme, as part of the Business Case team and as part of the wider programme delivery team. The overall aim of the UKHSC Programme is to deliver new modern fit for purpose science facilities and create a hub for the scientific capabilities the UK needs to deliver on the key health security objectives. The UKHSC Programme aims to enhance and replace existing UKHSA infrastructure, most importantly its high-containment laboratories, which are essential for protecting the nation against potentially highly infectious diseases.

We are looking for candidates with previous project delivery experience, particularly those with experience of transformational delivery, Government operations reform and/or infrastructure project experience.

Main duties of the job

As Benefits Manager you will:

Lead the application of structured benefits management approaches across projects and programmes of moderate complexity. Responsible for ensuring that measurable, evidence-based benefits are defined, governed, tracked and realised, supporting effective investment decisions and the delivery of strategic outcomes aligned to UKHSA priorities. Work collaboratively with project/programme stakeholders to embed a benefits-led culture, ensuring that benefits are owned, achievable, and sustained beyond delivery into business operations. This role is a government project delivery profession role and part of UKHSA's project delivery resource model. It is aligned to the Project Delivery Capability Frameworkcareer pathway, Benefits Manager SEO.

Job description Job responsibilities

The main responsibilities for this role are as follows:

Lead benefits management practice across assigned projects/programmes, ensuring alignment to organisational frameworks and standards. Define and assure benefits within business cases, including clear baselines, attribution, dependencies, and measures. Develop and shape the project benefits management strategy and benefits realisation plans, ensuring integration with delivery plans. Develop and implement systems for the tracking and reporting of benefits through the project lifecycle and into realisation Facilitate workshops, to map benefits, provide advice and constructive challenge where appropriate and ensuring outcomes are agreed and approved Ensure benefits are owned, embedded and transitioned into business-as-usual, including post-implementation tracking Support the project manager by preparing and updating the benefits elements of the Business Cases. Support the Economist team and the development of Economic Cases as part of the Business Cases for the programme Use digital tools and data standards to track, monitor analyse and report on benefits realisation. Work with stakeholders to ensure benefits are identified, understood, owned and maximised. Provide insight and assurance to senior stakeholders on benefits performance, associate risks and confidence in realisation. Champion best practice and provide benefits management guidance across the wider profession. Be an active member of the UKHSA Project Delivery Profession Community. The job holder will be supported to work towards achieving Government Project Delivery Accreditation where they do not already hold this.

Essential Criteria

In-depth knowledge and experience of applying structured benefits management approaches (eg benefits mapping, profiling, tracking and evaluation). Strong understanding and experience of business case development, including linking benefits to strategic objectives and investment justification Experience of governance, assurance, budgeting and cost management, business change and implementation in a project delivery environment. Strong stakeholder engagement skills with the ability to influence and challenge effectively. Excellent written and verbal communication skills, with the ability to translate complex data into clear insights for different audiences. Location

This role is being offered as hybrid working based at any of our Core HQs. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London).

Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Salary Information

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.
