JOB OVERVIEW:
The Community Education Program Manager is responsible for planning, implementing, and evaluating educational programs that promote community engagement and professional development and support the division's mission to reduce health disparities and strengthen systems of care that support individuals from childhood through adolescence into adulthood, pregnancy, parenting, and beyond. This position will report to the Health Programs Officer.
RESPONSIBILITIES:
Administrative, Program, and Fiscal Oversight
• Provides overall administrative leadership and strategic oversight for ReACH community education initiatives, including participant-facing and provider-facing education programs
• Provides direct management and supervision of program staff responsible for individual ReACH education initiatives
• Oversees planning, implementation, coordination, and evaluation of all ReACH education programs to ensure alignment across initiatives and consistency in messaging and delivery
• Manages and monitors education program budgets in coordination with ReACH fiscal staff and external partners, including tracking expenditures and supporting fiscal reporting
• Prepares monthly and other required programmatic and fiscal reports and ensures timely fulfillment of grant and contract deliverables related to education activities
• Supports program planning, expansion, and sustainability efforts, including assisting with grant writing, contract renewals, and implementation of new education initiatives
• Uses nimble and adaptive problem-solving to respond to evolving public health priorities, community needs, and funding requirements
Education Program Management and Workforce Support
• Provides oversight and coordination of all ReACH education programs, including infant safe sleep education, the Breastfeeding Management Course, and OVA preventative education initiatives such as Early Warning Signs and Perinatal Mental Health trainings
• Supervises program coordinators/staff responsible for individual education programs, supporting their planning, implementation, performance, and professional development
• Ensures that education programs for both community participants and providers are implemented in alignment with ReACH standards, evidence-based practices, and funder expectations
• Coordinates onboarding, orientation, and administrative oversight for educators, trainers, and consultants supporting ReACH education initiatives
• Ensures required and ongoing trainings are delivered consistently across programs
• Identifies and organizes professional development opportunities, peer learning, and skills-building sessions for program managers and education staff
Program Coordination and Partnerships
• Coordinates across PDPH divisions, hospitals, health systems, community-based organizations, and other partners to support integrated and consistent education efforts
• Works closely with ReACH leadership and program managers to align community education initiatives with broader maternal and child health priorities
• Develops and maintains partnerships to support education delivery, outreach, and dissemination to providers and community participants
Quality Improvement and Strategic Support
• Monitors implementation of education programs to identify gaps, inefficiencies, and opportunities for improvement
• Supports continuous quality improvement efforts across all ReACH education initiatives
• Contributes to strategic planning related to community education delivery, workforce development, and program growth

EXPERIENCE:
• Demonstrated experience in program management and administrative leadership
• Demonstrated experience managing educational programs, including developing, implementing, and evaluating curricula for adolescent and adult learners
• Experience managing virtual platforms and technology solutions to support the delivery of educational programs, webinars, and online learning
• Experience overseeing program budgets and supporting fiscal monitoring and reporting
• Experience supporting program expansion or implementation of new initiatives
• Preferred: Experience with maternal and child health, perinatal health, or community-based education programs
ROLE REQUIREMENTS:
• Bachelor's degree in public health, education, social sciences, or a related field required
• Two years of related experience required
SALARY: Salary range between $75,000 and $85,000 depending on formal qualifications and experience
